Definition:   Under general supervision, provides a variety of investigative/law enforcement work.  Work is normally performed in the uniformed patrol division of the police department. Work is generally performed in accordance with job protocols, departmental operating procedures, and legal precedence; however, an employee in this position must be able to exercise independent judgment within these guidelines.  Work involves considerable contact with the public both in adversary and non-adversary situations.  Work involves an element of personal danger.  Work is performed regardless of inclement weather conditions. This position is required to work forty hours per week on a shift, which will include weekends and holidays with possible overtime or call back. 

Essential Functions:      (Essential functions, as defined under the Americans with Disabilities Act, may vary among positions, but may include the following tasks, knowledge, abilities, skills and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and not intended to be a comprehensive listing of tasks performed by all positions in the classification.)

Tasks:

  • Patrols in a radio-equipped vehicle and/or on foot.
  • Responds to citizen calls for service and help.
  • Discovers and prevents criminal activity through proactive patrol measures.
  • Investigates criminal activities i.e., robberies, assaults, burglaries, domestic disturbances.
  • Re-establishes lawful behavior and order at disturbances
  • Investigates traffic accidents and enforces traffic laws and ordinances as required.
  • Enforces State of New Mexico and Municipal laws and ordinances in fair and impartial manner.
  • Prepares reports, complaints, affidavits, and other related technical/legal documents.
  • Appears in court to present evidence and sworn testimony on behalf of the City or State.
  • Executes arrest warrants, search warrants, and other legal processes of the court.
  • Takes physical custody and/or makes arrests of persons charged or suspected of criminal activity.
  • Preserves and documents crime scene to ensure that the collection and preservation of evidence meets established legal and professional standards.
  • Interviews/interrogates victims, suspects, and witnesses to obtain and verify information pertinent to the investigation or resolution of incidents.
  • Evacuate areas endangered by explosive or toxic gases, spilled hazardous liquids, bomb threats or other type of disaster including vehicles and buildings.
  • Mediates domestic or other disputes.
  • Talks with persons attempting to commit suicide to get them to delay or stop their attempt.
  • Engages in high speed pursuit or emergency vehicle operations in all road or weather conditions.
  • Subdues physically attacking persons or persons resisting arrest.
  • Disarms violent armed suspects including possible use of deadly force, if required.
  • Transports prisoners including initial arrest transport and detention related transport.
  • Guards prisoners in court or hospital facilities as required.
  • Performs related work as required or directed.

Knowledge, Abilities, Skills and Other Characteristics:

  • Knowledge of the City of Artesia Ordinances.
  • Knowledge of the New Mexico State Statutes.
  • Knowledge of Standard Operating Procedures for the Artesia Police Department.
  • Knowledge of State and Federal Judiciary decisions which impact practice of law enforcement.
  • Knowledge and skills of law enforcement principles and practices including investigation, identification, patrol, traffic control, records management, and custody of persons and property.
  • Knowledge of equipment used in law enforcement, including but not limited to, weaponry, communications, and automotive equipment.
  • Ability to establish and maintain effective working relationships with local, county, state, and federal agencies, other staff, and the public.
  • Ability to communicate efficiently in writing using business English; i.e., proper grammar, spelling and punctuation.
  • Ability to communicate effectively and efficiently under pressure.
  • Ability to understand and interpret complex statutes, ordinances, regulations, and standards.
  • Ability to analyze serious emergency situations, and to adopt quick, effective, reasonable courses of action towards all of the situations with a minimum hazard to police personnel and the general public.
  • Ability to communicate using a standard two-way radio.
  • Knowledge of the name and locations of streets/roads in the City of Artesia and surrounding area.
  • Knowledge and skill of conflict resolution techniques
  • Skill in evaluating and prioritizing events and determining the appropriate response. 
  • Ability to assume responsibility for a stressful and difficult job without constant direct supervision.
  • Ability and Skill to operate a variety of firearms including pistols, shotguns, and rifles.
  • Ability to keep confidential information/materials from being released, except as allowed.
  • Ability to perform full responsibilities of position in all weather conditions.
  • Understand that police officers must maintain a high standard of morality including off-duty conduct that might impact the public’s perception of candidate’s effectiveness as a police officer.
  • Position requires flexibility in working hours.  The ability to work all shifts including weekends and holidays is required.

Qualifications:

  • Applicant must be 21 years of age at time of hire.
  • Graduation from a standard senior high school or equivalent.
  • Applicant must pass a rigid background check.
    • Applicant cannot have been convicted of any felonies, nor a misdemeanor involving moral turpitude.
    • Applicant cannot have a conviction for Driving While Intoxicated (D.W. I.) within the past seven years.
    • Applicant cannot have a conviction for Domestic Battery.
  • Must possess and maintain a valid New Mexico Driver’s License.
  • Applicant must be able to pass a written entrance exam & physical agility test.
  • Applicant must pass a post-offer pre-employment physical, psychological and vision examination. 
  • Applicant must pass rigid drug screen requirements.
  • Must possess and maintain certification as a State of New Mexico Police Officer prior to obtaining non-probationary status.
  • Must be a United States citizen.
  • State of New Mexico Certified Police Officers or officers certifiable by waiver preferred. 
  • Bilingual (English/Spanish) preferred.

Physical Functions:

  • Ability to sit up to four hours per day with opportunity to stand and walk intermittently.
  • Ability to walk up to four hours per day with opportunity to stand and sit intermittently. 
  • Ability to stand up to one hours per day with opportunity to sit and walk intermittently.
  • Must be able to bend at waist and twist/rotate waist, crouch, climb, kneel, crawl, and remain in a prone position during an emergency situation.
  • Ability to carry ten pounds on waist and four pounds on chest up to all day.
  • Ability to work with arms bent up to all day, and arms extended up to one-third of work day.  May be required to work with arms extended for a longer period of time during an emergency situation.
  • Ability to push and pull with arms up to fifty pounds with force during an emergency situation.  Ability to twist/rotate arms during an emergency situation.
  • Ability to lift and carry such items as fire extinguisher, first aid kit, and shotgun to and from vehicle as needed.  These items weigh up to seventeen pounds.  May be required to lift and carry animals and people during an emergency situation.
  • Ability to push and pull with legs with a force of up to fifty pounds plus, twist and rotate legs, and balance on feet during an emergency situation.
  • Ability to operate patrol vehicle with automatic transmission up to all day.
  • Ability to grasp and manipulate objects with hands up to all day, and perform five finger dexterity movements up to one-third of workday.  This hand work requires eye-hand coordination and may require bilateral coordination of hands up to one-third of workday.
     
  • The following is a brief of the physical agility test: 
    • Officer runs up approximately 200 yards, scale a six foot wall, run slalom course through tires, crawl through vertically placed tires, walks a balance beam approximately four-inches wide for six feet, and jumps off, runs approximately six feet, Climb ladder placed against swing set, touch top rail of swing set with either hand, then descend ladder stepping on each rung, run to second police vehicle and push the vehicle on a flat surface for 30 feet, extricate 160-pound dummy (victim) from police vehicle and drag dummy for 20 feet from the vehicle, perform a handcuffing simulation on role player by moving arms into standard handcuffing position. 

Working Conditions:

  • Performs work inside (approximately 70 percent), and outside (30 percent).  Employee is exposed to temperature extremes or humid conditions depending upon weather.
  • Employee is exposed to intermittent noise factors such as sirens, gunfire, and loud voices.  In addition, employee may be exposed to intermittent body vibration such as shotgun, off-road travel, and physical confrontation.
  • Employee is exposed to the following hazardous conditions:  Physical confrontation, driving hazards, high speed chases, animals, gunfire rescue attempts in difficult terrain, and remote possibility of hazardous materials spill.
  • Employee may be exposed to exhaust fumes, human and animal odors, dusts, and mists.
  • Employee may work on even carpeted, tiled floor, concrete, and asphalt.  Employee may also work on uneven ground, which could be natural ground.  Employee may be required to climb stairs, ladders, work on inclines or ramps, and catwalks or scaffolding.  The working surface may be dry, wet, or greasy.
  • Employee may work alone with or without direction, may work with one or two other people, and at times may work with a large group of people.

Equipment, Tools and Materials

  • Utilizes the following tools and equipment:  Telephone, radio, patrol vehicle, calculator, camera, copy machine, firearm, shotgun, baton, kubaton, flashlight, handcuffs, shackles, lights/siren/PA system, radar gun, first aid kit, fire extinguisher, and shovel.
  • Employee handles paperwork, stainless steel, plastic, and evidence.
  • Employee uses the following work aids:  Flares, reflective vest, bullet-proof vest, helmet, and hearing and eye protection.

Additional Requirements for Corporal

  • Must possess and maintain certification as a State of New Mexico Police Officer.
  • Must have a minimum of four (4) years full time non-probationary experience as a certified sworn law enforcement officer.
  • Must possess and maintain Advanced I Police Certification from the State of New Mexico
