The CSTs shall demonstrate knowledge of Technical Surveillance Countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. CSTs shall become thoroughly knowledgeable of Department of State security procedures and the level of security required in various parts of each facility under construction/renovation. CSTs must be able to effectively communicate in English, as well as be able to write detailed reports, analyses of problems, findings, and security situations which require staff actions. CSTs shall be capable of independent decision-making, possess a high degree of individual initiative, and function with minimal supervision. The CSTs are required to maintain detailed daily notes during their tour of duty. CST Notes are to be submitted to the Contractor’s Team Leader who will review them for accuracy and present them to the SSM for review.

 

Qualifications and Requirements:

  • Construction Surveillance Technicians must have at least five (5) years’ experience in at least one of the following areas of expertise:
  1. Construction security surveillance
  2. Technical Surveillance Countermeasures
  3. Industrial or government security involving counterintelligence
  4. Construction quality assurance
  5. Hands-on supervisory construction experience
  • U.S. Citizen.
  • Must be at least twenty-one (21) years of age.
  • Have and maintain a Top-Secret U.S. Government Security Clearance.
  • Active CST certification preferred.
  • In good physical health and meet medical requirements for the position.
  • High school diploma or GED equivalent.
  • Experienced in the use of alarm systems, metal detectors, x-ray device, and closed-circuit television systems.
  • Capable of reading and speaking English, and be able to write legible, concise reports in English.

Duties and Responsibilities:

  • Operate proposed inspection equipment.
  • Utilize knowledge of all construction disciplines, to include civil architectural, mechanical, electrical and electronic engineering principles.
  • Read and analyze designs and blueprints and recognize the architect's intended use.
  • Analyze designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect.
  • Exercise knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • Write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action.
  • Maintain daily logs during their tour of duty.
