Deputy Project Manager

Location: New Delhi, India

 

The DPM will analyze the operational security environment throughout the region, country and city and work closely with the Regional Security Officer (RSO) to ensure the Post’s security posture and countermeasures are commensurate with the overall threat to U.S. personnel and the Mission.

 

Duties:

  • Provide the COR with a monthly training schedule that includes the type and duration of all training classes scheduled for the month.
  • Provide proactive program management.
  • Perform supervisory duties of the Local Guard Force (LGF).
  • Oversee and report on the refresher training program to ensure compliance and effectiveness at constituent Posts outside Paris.
  • Plan, coordinate, monitor and evaluate the LGF’s performance during integrated training and emergency response drills with the RSO and Marine Security Guard Detachment.
  • Provide the RSO/COR with specific information and status of the Local Guard Force at the constituent Posts.
  • The DPM must be dedicated full time to support this contract and must be accessible and responsive to the Contracting Officer (CO) or COR on all matters related to contract performance 24/7.
  • The DPM must meet with the COR and Local Guard Force Coordinator weekly or at RSO/COR discretion.
  • The DPM shall visit each location outside of Paris a minimum of once per quarter.

 

Required Experience:

 

  • Minimum eight years of police, military, security or local guard force management experience with a minimum of three years of the work experience being at the supervisory or command levels
  • Have a military or police background with experience operating internationally
  • Experience in program and/or project management
  • Proven experience managing security staff or local guard force (about 50-100 guards)
  • Minimum of three years’ verifiable experience as a training instructor and must be able to teach course(s) consistent with U.S. Department of State (DoS) standards

 

Required Knowledge and Skills:

  • Program and/or project management skills
  • Risk management skills, including risk management planning and qualitative risk analysis
  • Intimate knowledge of high risk/high threat security environments
  • Familiarity with recent trends and specific terrorist and criminal threats facing the U.S Mission in India
  • Verifiable record of reliability and good conduct on similar contracts to minimize personnel and staffing issues
  • Qualifications in a range of security-related skills
  • Computer literacy, including the ability to use all common office management tools (e.g., Microsoft Office)
  • Able to maintain and manage communication among all parties
  • Experience with multiple levels of communication among various levels of management
  • Expertise in all areas of physical security and access control
  • Must understand operational methods of all guard force units and zones for response
  • Must be capable of maintaining a professional demeanor under highly stressful circumstances
  • Be experienced in basic communications and radio use/procedures
  • Be able to define, sequence and estimate activities and resources
  • Experience developing and managing project teams
  • Able to conduct training in the DOS-approved training curriculum
  • Able to maintain a level of physical fitness necessary to teach defensive tactics, handcuffing and other physically demanding classes
  • Presentation skills, including the ability to structure and communicate ideas using visual or other aids

 

Citizenship, Residency & Language Requirements:

 

  1. Must be a citizen of the host country or a U.S. citizen in possession of a valid work visa.
  2. Must speak the local language and have an English language proficiency speaking/reading skill level S4/R4 (advanced) using the ILR language scale ( https://govtilr.org/Skills/ILRscale2.htm ).
  3. Must hold a India driver’s license.
  4. Must live in india.

 

Required Education:

 

The DPM shall have completed secondary education, poly-technical school or obtained a national diploma or Associate’s degree.
