Who we want:
Communities In Schools is hiring a Senior Director of Human Resources to join our HR leadership team, reporting to the Chief Human Resources Officer (CHRO). In this pivotal role, you will play a critical part in organizational effectiveness. This role will be supporting the human resources with strategic vision, initiatives and objectives. The areas of impact will encompass talent management, engagement, learning and development, recruiting, performance management, communications, and culture and leadership development.
The Senior Director of Human Resources will help lead, coordinate and carry out all human resource department projects and processes for the organization. They will work directly with and assist the Chief Human Resources Officer in fulfilling a variety of necessary HR tasks. This includes all routine functions of the Human Resources department including investigations, salary administration, benefits, leave administration, performance appraisal, separations, professional development trainings, and enforcing company policies and procedures. The position will also help maintain positive employee relations and work to ensure staff satisfaction through education of HR policies and by fostering a positive work environment.
The Senior Director of Human Resources is also responsible for initiating and coordinating organization-wide training systems to ensure that employees are equipped with the knowledge and skills they need to be successful in their role, as well as provide training programs and resources for career growth and leadership development. They will collaborate with internal department leaders and external partners to evaluate training needs, develop or assist with the development of curriculum, facilitate training sessions, create resource materials and e-learning content, and evaluate learning and professional development effectiveness.

What we offer:
CIS offers a competitive salary commensurate with experience in a similar position. The starting salary range for this position is $7,083.34/month. Salaries are determined by qualifications and relevant experience. New hires are typically brought into the organization at a salary between the range minimum and midpoint depending on experience and in alignment with internal equity.

What you'll bring:
- Bachelor’s degree, required
- 5 years of progressively responsible experience in human resources management, required
- PHR or SHRM certificate preferred
- 2 years of experience at the director level, preferred
- Knowledge of selection, training, and supervision of personnel
- Knowledge of wage and salary, benefits, and performance appraisal administration
- Knowledge of general and employment law and hearing procedures
- Ability to implement policy and procedures
- Ability to use software to develop spreadsheets, perform data analysis, and word processing (i.e. PayScale, excel, PowerPoint)
- Ability to manage budget and personnel
- Excellent public relations, organizational, communication and interpersonal skills
- Ability to speak effectively before groups of employees, the board of directors, or other organizations
What you'll do:
General Human Resource Management
- Lead efforts to enhance the organization’s capability and effectiveness by recommending and facilitating programs that align with strategic goals and foster a high-performance culture; apply change leadership to ensure smooth transitions and successful implementation of new processes
- Oversee and optimize HR policies, procedures, and compliance to ensure adherence to federal, state, and local employment laws, including those governing minors.
- Ensure smooth execution of onboarding, training, and employee experience programs to enhance retention and workforce satisfaction.
- Direct and monitor employee performance appraisal system and ensure that supervisors have proper training. Assist supervisors and department leaders with employee counseling, improvement plans, and progressive discipline.
- Develop and implement the agency recruitment and retention plan.
- Work with executive leadership team and department leaders to forecast staffing needs and develop staffing plans. Develop and implement recruitment and retention strategies and a screening and selection process for all employees.
- Oversee personnel records management and ensure compliance with the state records management program. May serve as designated records management officer for the agency.
- Supervise the agency’s application and screening process and ensure the agency is represented as an attractive employer.
Employee Relations
- Promote collegiality, teamwork, and collaborative decision making among staff.
- Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
- Implement and oversee effective agency-wide employee recognition programs.
- Coordinate communication and mediation processes for employee complaints, grievances, and concerns. Take a proactive role in identifying and responding to employee issues; work in collaboration with agency & district leadership to ensure preemptive and effective employee communications.
- Monitor employee retention and turnover through analysis of data and exit interviews.
- Administer the employee grievance procedure adopted by the board of directors. Lead low level and/or sensitive investigations.
- Interpret policies and procedures and ensure support of directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.
- Conduct annual research regarding employee satisfaction, morale, and communications. Monitor employee retention and turnover through analysis of data and exit interviews.
- Implement and oversee effective agency employee recognition programs.
Training Facilitation
- Determine the training needs throughout the agency and develop and plan training programs to meet the established needs. Implement leadership pathways and training programs.
- Develop and maintain strong communication and presentation skills, with the ability to speak comfortably and professionally to individuals and groups at all levels of the organization.
- Partner with the Chief Human Resource Officer to design and design professional development training programs
Oversee and implement the Auzmor Learning Management System (LMS) & LinkedIn Learning system course administration for new employees to acquire appropriate information, support, and training necessary for success on the job. - Create systems to evaluate and measure progress and impact of learning and professional development activities to support continuous quality improvement.
- Conduct new employee orientation sessions and create onboarding resources, reference materials and continuing education reinforcement tools.
- Conduct training activities and leadership development programs by fully utilizing adult learning theory and best practices for teaching and learning.
- Provide learner, facilitator, and technology assistance before, during, and after instructor-led training.
Compensation and Benefits
- Direct the administration of the agency’s compensation program including job descriptions, salary surveys, and position reclassifications.
- Supervise the administration of all leave, including the Family and Medical Leave Act (FMLA) according to state and federal regulations and income replacement programs (Workers Compensation).
- Work cooperatively with the payroll department to process and coordinate employee leave of absence and compensation plan.
- Counsel employees and supervisors concerning leave benefits, determine eligibility for various leave programs and provide employees with accurate information on deductions from pay relating to absences
Reporting Structure: This position is supervised by the Chief Human Resources Officer and responsible for selection, evaluation, and supervision of Talent Acquisition Coordinator and Wellness Coordinator.
Work Location: This is a full-time, in-person position located at the CIS Central Texas, St. Elmo administrative office in Austin, TX.
