POSITION SUMMARY:  Under leadership of the Division Director, is responsible for developing and implementing the audit plan; performing audits, reviews and investigations; and supervising staff auditors during the performance and completion of audits, reviews and investigations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
•    Directly supervises staff; interviews, makes hiring recommendations, and trains employees; makes assignments and monitors work; develops employee skills and encourages growth and development; reviews and evaluates employee performance; addresses workplace issues and provides guidance, coaching, and disciplinary measures for staff; addresses personnel issues in conjunction with appropriate leadership and the Human Resources division.
•    Working with the Division Director, develops the annual internal audit plan.
•    Supervises and performs audits of agency programs and procedures, including review and preparation of adequate electronic working papers.
•    Supervises and performs audits of external organizations such as servicing banks, financial institutions and grantees.
•    Working with the Division Director, supervises and performs investigations necessary to address allegations of fraud, waste, or abuse of agency assets, programs or functions or any other allegations affecting the agency.
•    Researches regulations of programs to be reviewed to develop audit programs which address the major risks of the area being reviewed.
•    Seeks out new auditing methodologies and best practices to improve and enhance the audit section.
•    Evaluates internal control systems, identifies potential weaknesses, and makes recommendations for improvement.
•    Working with the Division Director, provides oversight and guidance with the Section 8 Housing Choice Voucher hearing process.
•    Performs special consulting projects based on needs and concerns expressed by other divisions.
•    Reviews and prepares reports for management.

MINIMUM QUALIFICATIONS
The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Education and Experience: 
•    Bachelor's degree in accounting or related field with at least 24 semester hours of accounting coursework,  Certified Public Accountant (CPA) license, or Certified Internal Auditor in good standing. 
•    Two years of increasingly responsible audit experience. 
•    Two years of management experience.
•    Experience in mortgage or grant industry preferred.

•    Computer literate; proficient in Microsoft Word, Excel, Outlook, and the internet; able to effectively adapt to and use other computer systems as needed for daily activities.

Special Demands:
The special demands described here are representative of those that must be met by a staff member to successfully perform the essential functions of this job.
•    Current, valid driver’s license from domicile state and the ability to drive.
•    Frequent in-state and occasional out-of-state travel, including overnight travel. 
•    While performing the duties of this job, the employee is regularly required to sit; stand; use hands to finger, handle or feel; and talk and hear.
•    The employee is occasionally required to walk; reach with hands and arms, and stoop, kneel, or crouch.
•    Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.
