Community Service Officer (CSO) Hourly Pay:  $16.00

Definition:  Under general supervision, enforces City ordinances regarding vehicle parking, assists police patrol division with traffic control, investigates and prepares reports on minor, non-injury traffic accidents, simple misdemeanor reports and other duties as needed.

Tasks:

  • Performs shift work to include evening and night shifts, weekends and holidays
  • Responds to calls for service as dispatched and provides necessary information, advice and assistance to the general public
  • Conducts traffic control
  • Conducts funeral escorts
  • Works vehicular and pedestrian traffic control at special events
  • Completes on-street and private property, non-injury accident reports
  • Enforces parking regulations
  • Assists motorists
  • Takes simple misdemeanor reports
  • Provides assistance to investigative officers at accident and crime scenes, such as directing traffic and taking measurements
  • Takes reports and prepares information regarding abandoned vehicles
  • Completes tow in reports and waits for wreckers
  • Conducts police vehicle transport activities
  • Picks up and delivers messages or items for officers and delivers correspondence between the main station and other city facilities
  • Works under the close supervision of a shift sergeant or other department supervisor
  • Performs other duties as required

Knowledge, Abilities, Skills and Other Characteristics:

  • Ability to acquire knowledge of departmental rules, regulations and procedures, first aid methods and techniques and investigative techniques and practices
  • Ability to observe situations objectively and to report and record them clearly and accurately
  • Ability to exercise good judgment in both emergency and non-emergency situations
  • Ability to drive City vehicles safely and efficiently
  • Ability to establish and maintain effective working relationships with fellow employees and the general public

Qualifications:

  • High School Diploma or equivalent
  • NM Drivers license
  • U.S. Citizen, at least 18 years of age or older at the date of hire
  • Free from any physical or mental defects which might adversely affect performance in job related situations
  • Must have never been convicted of any felony crime or any crime involving moral turpitude
  • Must be able to pass a rigid background investigation including work history, character, honesty, integrity, criminal record, driving record, etc.
  • Must not have been arrested and convicted of any misdemeanor crime within two years of date of application
  • One year experience in modern police methods, practices and procedures, including pepper spray training.
  • One year experience in a Community Service Officer position.
  • Successfully complete CSO field training program.
  • Demonstrated knowledge of APD policies and procedures.
  • Demonstrated knowledge of applicable City of Artesia and NM laws and statutes.
  • One year experience in municipal, magistrate and district court procedures.

Physical Functions:

  • Ability to sit up to four hours per day with opportunity to stand and walk intermittently.
  • Ability to walk up to four hours per day with opportunity to stand and sit intermittently. 
  • Ability to stand up to one hour per day with opportunity to sit and walk intermittently.
  • Must be able to bend at waist and twist/rotate waist, crouch, climb, kneel, crawl, and remain in a prone position during an emergency situation.
  • Ability to work with arms bent up to all day, and arms extended up to one-third of work day.  May be required to work with arms extended for a longer period of time during an emergency situation.
  • Ability to push and pull with arms up to fifty pounds with force during an emergency situation.  Ability to twist/rotate arms during an emergency situation.
  • Ability to lift and carry such items as fire extinguisher and first aid kit to and from vehicle as needed.  These items weigh up to seventeen pounds.  May be required to lift and carry animals and people during an emergency situation.
  • Ability to push and pull with legs with a force of up to fifty pounds plus, twist and rotate legs, and balance on feet during an emergency situation.
  • Ability to operate patrol vehicle with automatic transmission up to all day.
  • Ability to grasp and manipulate objects with hands up to all day, and perform five finger dexterity movements up to one-third of workday.  This hand work requires eye-hand coordination and may require bilateral coordination of hands up to one-third of workday.

Working Conditions:

  • Performs work inside (approximately 70 percent), and outside (30 percent).  Employee is exposed to temperature extremes or humid conditions depending upon weather.
  • Employee is exposed to intermittent noise factors such as sirens and loud voices.
  • Employee is exposed to the following hazardous conditions:  driving hazards, animals,  rescue attempts in difficult terrain, and remote possibility of hazardous materials spill.
  • Employee may be exposed to exhaust fumes, human and animal odors, dusts, and mists.
  • Employee may work on even carpeted, tiled floor, concrete, and asphalt.  Employee may also work on uneven ground, which could be natural ground.  Employee may be required to climb stairs, ladders, work on inclines or ramps, and catwalks or scaffolding.  The working surface may be dry, wet, or greasy.
  • Employee may work alone with or without direction, may work with one or two other people, and at times may work with a large group of people.

Equipment, Tools, and Materials:

  • Utilizes the following tools and equipment:  Telephone, radio, motor vehicle, calculator, camera, copy machine, baton, kubaton, flashlight, lights/siren/PA system, first aid kit, fire extinguisher, and shovel.
  • Employee handles paperwork, stainless steel, plastic, and evidence.
  • Employee uses the following work aids:  Flares, reflective vest, helmet, and hearing and eye protection.
