This Statement of Work (SOW) details the efforts required of the Naval Sea Systems Command (NAVSEA) Headquarters (HQ), Personnel Security (PERSEC) Support Technician - Contractor (hereafter referred to as the PERSEC Contractor).  In general, the Contractor is responsible for providing all labor and knowledge required to support the routine processing and follow-up of the NAVSEA Electronic Questionnaire Processing (E-Qip), visitor coordination between Joint Personnel Adjudication System (JPAS) Defense Information System for Security (DISS) Visit requests and the Visitor Control Center (VCC), and verification of security clearance eligibility for badging and/or badge coding for authorized access to NAVSEA HQ buildings, located within Building 197 located at 1333 Isaac Hull Avenue, S.E. Washington, D.C. 20376, on the Washington Navy Yard. 
The PERSEC Contractor will provide support on-site, during the hours of operation, between the hours of 7:00 A.M. and 3:30 P.M., excluding holidays.  These hours are inclusive of a 30-minute lunch break.  The NAVSEA PERSEC Division Head will be responsible for daily work assignments, scheduling, work issues, and processing documentation as discussed below. 

The PERSEC Contractor will have the following responsibilities::

• Initiate and Process Office of Personnel Management OPM/Electronic Questionnaire for Investigation Process (E-QIP) investigations for all military and civilian personnel assigned to NAVSEA HQ; remind NAVSEA Enterprise employees of, and, when complete, submit Requests for Personnel Security Investigation (SF-86) via E-QIP; when requested, assist connecting investigators with NAVSEA Enterprise Employees under investigation
• Liaise w/ the NAVSEA PERSEC Staff Lead regarding delays or lack of response from NAVSEA employees on SF-86 completion
• Attend and support monthly, or when-directed, progress review meetings with the Visitor Control Center (VCC) Contracting Officer Representative (COR); additional or more frequent, meetings may be required between NAVSEA, and the Contractor to assess progress if performance issues arise
• Process manual or electronic remote fingerprints of all personnel that require the prints with E-QIP investigations.  Work assignments may include but are not limited to: review Personnel Security Questionnaires (SF-86 and SF-85), verify information submitted on applications contact subjects via approved methods to complete information on background investigation forms, input data from office applications, retrieve data from request Local Agency Checks, review reports to determine criminal record, traffic violation; coordinate with the PERSEC Division Head for review of E-QIP and approval for release of E-QIP in 3-5 days of completion
• Update JPAS/DISS with E-QIP data when sending to OPM security clearance information
• Maintain recorded metrics of all E-QIP processed weekly in various formats
• Build and Maintain tracking records and filing systems, databases for customer PERSEC files; archive files as necessary
• Provide security support for passing; verifying; and receiving clearances; confirming security eligibility; processing visitor requests; and processing Visit Certifications and Perm Certifications for those that are escorted and unescorted, maintaining repository in JPAS; coordinate routinely with VCC staff personnel to ensure effective customer service, adherence to NAVSEA policy and guidance, and prevent deficiencies
• Submit a monthly written report of group activities to the SEA 00P4 Division Head by the first of each month including but not limited to the approximate amount of time spent on training and making personal visits to customers
• Train and guide personnel on PERSEC policy and procedures to all NAVSEA HQ elements, field activities, PEO's and vested support contractors
• Assist in the development of procedures on records management, Facility Access, Suspension of Access, Personnel Security Investigation, Fingerprint Submission, Appeals Process, CAC Issuance, processing security investigation, investigative requirements for IT levels, Continuous Evaluation Program (CEP), Check-in, Check-out, JPAS, DISS, and Position Sensitivity (PS), and related training
• Assist in the management of the badging and access control process for government contractor, civilian Federal employees, and military personnel assigned to NAVSEA HQ
• Assist in the development of security policy, procedures, and programs involving loyalty, reliability and trustworthiness of NAVSEA HQ personnel; assist in the processing of suitability evaluations/decisions that will impact security eligibility and assignment to sensitive duties 
• Assist and participate in the Command’s Security Awareness Day
• Assist the BIOSP/SWFT+ System Administrator


Required Skills and Experience

• One or more years of professional and relevant experience
• Must possess practical knowledge of and experience with JPAS, E-QIP, and DISS
• Must have previous industrial security experience
• Must have experience with personnel security, document and visitor control 
• Must demonstrate the ability to communicate effectively both in writing and orally with all levels of staff and outside personnel
• Excellent written and oral communications and teamwork skills
• Self-starter able to take initiative within a fast paced, agile environment
• Must have excellent working knowledge of Microsoft applications: Excel, Word, PowerPoint
• Well organized and confident to work independently but be a strong team player
• Ability to effectively manage ambiguity and multi-task on a variety of initiatives
• Must be self-motivated and results oriented


Required Education

• Typically requires a bachelor’s degree or equivalent experience and minimum 1 year of related work experience.


Required Clearance

• Must currently possess an active DoD Secret clearance.
