Description

The Fleet Readiness & Logistics (N4L) Program Analyst to support the Navy's Joint Distribution Branch (OPNAV N4L3) on its Repair Cross-Functional Team (CFT) to work out of Washington, DC. This position will provide a range of support that includes providing monthly In-Progress-Reviews (IPR) to senior leadership as directed:

• Assist with convening regular meetings and delegate appropriately to members of the Maritime Sustainment Vector – Cross Functional Team (MSV-CFT)
• Record minutes and generate after action reports
• Support analytics and process steps to create validated requirements
• Work to ensure cross-coordination with other vector CFTs (Refuel, Rearm, Resupply, and Revive) when necessary 
• Support operations research/ operations analysis (study design, management and interpretation)
• Support requirements management (working with the Fleet to translate information from studies to requirements)
• Leverage analysis and assess risks to provide solutions sets and present innovative options to satisfy operational requirements


Required Skills and Qualifications
    
• Ability to translate data into meaningful presentations and decision briefs for senior leadership
• Ability to coordinate and track numerous efforts simultaneously
• Excellent analytical skills – ability to quickly identify trends, inconsistencies, and information gaps
• Experience gathering, analyzing, and articulating high-level business capabilities and requirements
• Ability to meet and exceed expectations and deadlines
• Bachelor’s degree and minimum of 5 years of experience
• Ship engineering and/or vessel damage control experience
• Navy Maintenance System experience
• Program management experience
• Proficient in the use of Microsoft Office applications


Desired Skills and Qualifications

• Prior experience coordinating activities of cross-functional teams
• Prior Chief Engineer Tour (CHENG) on a US Navy, US Coast Guard, or US Flagged Merchant vessel
• Prior US Navy or US Coast Guard damage control tour
• Prior SUPSHIP or NAVSEA experience
• Testing / Certification experience
• AQD BYC - Requirements Management Certification Training (RMCT) Level C
• Subspecialty 3000 (Resource Management and Analysis) - AND/OR - 6500 (Systems Engineering Analysis) - AND/OR - AQD 280/281 (Ops Analysis)
• AQDs LA9 (1110), LN4 (O-6 post-major command)
• Currently holds a US Coast Guard Chief Engineer Unlimited Merchant Mariner’s license or equivalent military training.
• Navy program / installation experience
• Navy Ship Change Design knowledge


Clearance

At minimum, must possess a verifiable DoD Secret Clearance.
