Description |
The Senior Program Analyst will support the preparation, execution, and review of all NAVSEA Independent Logistics Assessments (ILAs) activities to include but not limited to:
• Support the management of the overall NAVSEA ILA schedule. Track progress of ILAs, including status of current/ongoing and upcoming ILAs, submitted packages, and closure of actions • Ensure ILA Teams are fully qualified, trained, and scheduled to support all planned NAVSEA ILAs • Support the development and delivery of ILA training to include both in-person and computer-based courses • Review ILA assessor draft reports for consistency and adherence to all applicable policies • Evaluate the effectiveness of current ILA processes and make recommendations for continuous process improvements • Maintain a historical ILA database library and perform trend analyses on the data to identify systemic issues and propose solutions to the client • Develop, manage, review and evaluate status of ILA poicy and instructions • Support the development of a plan and schedule to update a defined listing based upon leadership input and prioritization
Required Skills and Experience
• Bachelor's degree or higher in relevant academic area such as business administration, logistics, engineering management, or similar degree field • 15+ years of related experience • Extensive knowledge and experience of the 12 Integrated Product Support (IPS) Elements as they relate to all phases of acquisition lifecycle. • Experience with Independent Logistics Assessments • Extensive experience developing and with DoD and DON policies • Detail-oriented and organized • Possess strategic and critical thinking skills with ability to work independently • Knowledge of DoD 5000 series Directives and Instructions, Operating and Support (O&S) Cost Management Guidebook, Department of the Navy Workforce FY2018-2023 Lifecycle Logistics (LCL) Strategic Implementation Plan, Integrated Product Support Element Guidebook, Product Support Manager (PSM) Guidebook and other current Product Support related instructions and directives • Strong oral and written communication skills; Proficient with Microsoft tool suite with extensive experience with MS Excel • Any level of DAWIA Acquisition Logistics certification(s)
Desired Skills and Experience
• DAWIA Level III Acquisition Logistics certification • Experience providing support to NAVSEA
Required Clearance
U.S. Citizen with an active DoD Secret Clearance.
