The Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID: 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries’ management of the supply chain; and 3) collaborates with key international stakeholders to support global health initiatives. The project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities. The Strategic Sourcing Lead leads assessment of market trends, suppliers and products with the goal of improving sourcing strategies and supplier management for medical and health supplies and other products, as requested, for the Global Health Supply Chain-Procurement Supply Management (GHSC-PSM) project. The primary focus will be procurement and related support to the HIV/AIDS programs but may include support for other programs. The Strategic Sourcing Lead reports to the Strategy Team Director within the Global Supply Chain (GSC) Strategy Team. The Lead will work closely with the project’s planning team, integrated supply chain managers, procurement teams, country offices, and others. The Lead will help ensure strategic direction and priorities for the supply of essential medicines and other items in assigned categories, which may include pharmaceuticals, lab products, medical supplies or other products. The Lead will manage sourcing events and support contract-related negotiations. The Lead will also collaborate actively within the cross-market GSC Strategy Team and with other functional units within GSC, including planning analysts, procurement specialists, quality assurance staff, and deliver/return staff, among others. 

Principal Duties and Responsibilities (Essential Functions)

• Identify, analyze, and make recommendations to sourcing strategy development, using historical procurement data, market research and analytics, quality assurance inputs, supplier and partner intelligence, and client input.
• Coordinate strategic sourcing processes across categories of suppliers, with a focus on the approved formulary of essential medicines for HIV/AIDS programs and other products. Collaborate with relevant GSC teams to engage existing and new wholesalers and manufacturers, to negotiate best value, pricing, and other relevant terms in contracts.
• Lead collaboration GHSC-PSM headquarters and field office functional teams, as well as USAID stakeholders, to collect critical market and supply chain inputs and assess commodity sourcing opportunities and risks.
• Enhance supplier relationships through contributions to continuous improvement of post-award supplier processes, including scorecards and periodic business reviews, in collaboration with supplier relationship management staff and others.
• Provide technical guidance and expertise for technical working groups.  Provide project management support as needed.
• Monitor and report status and results of strategic sourcing to GHSC-PSM leadership and USAID.
• Support responses to ad hoc data requests from the client.
• Perform other duties and responsibilities as required.
   

Qualifications

• To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Bachelor’s degree in a relevant field required
• Minimum 4 years’ work experience in supply chain, health programs, or health products/ medical supplies procurement, pharmaceutical experience preferred
• Project management experience in a technically relevant field required 
• Experience with conducting qualitative and quantitative research and using data analytical tools, including Excel
• Demonstrated ability to communicate clearly and concisely both orally and in writing
• Ability to work both independently and as part of a team
• Experience working in a cross-collaborative and cross-cultural environment
• Experience liaising with suppliers, clients and/or partners in analytic, strategy development and performance management activities preferred
• Familiarity with commercial and/or government procurement practices preferred
• Familiarity with USAID beneficiary countries or other resource constrained countries a plus
• Demonstrated leadership, versatility and integrity
• Foreign language proficiency a plus

The Salary Range for this position is expected to be: $123,000 - $130,600.
