
Position Description
We are seeking an experienced Program Manager / Senior Analyst to provide high-level program support to the Department of Homeland Security (DHS) within the Program Accountability and Risk Management (PARM) Division. This is a remote position with occasional travel required to DHS offices in Washington, D.C.
The ideal candidate is a seasoned professional with strong leadership, analytical, and communication skills, capable of leading a small team of three across Analytics, Communications Analytics, and Data Analytics. This role combines project management (25%) with direct senior-level analytical support (75%) and plays a critical role in driving the success of DHS acquisition programs.
Key Responsibilities
• Provide day-to-day leadership, oversight, and quality assurance for all contract activities supporting the DHS customer
• Supervise and mentor a multidisciplinary team focused on analytics and communications
• Serve as the primary point of contact and liaison with DHS stakeholders, including the Contracting Officer’s Representative (COR)
• Conduct in-depth research and analysis of DHS directives, regulations, acquisition program data, and related federal guidance to identify programmatic gaps, risks, and areas for improvement
• Support strategic decision-making by producing actionable recommendations and insights for senior government leadership
• Develop and maintain high-quality analytical products, including spreadsheets, charts, reports, and dashboards to support program governance and performance tracking
• Review and provide quality assurance for deliverables prior to submission
• Analyze acquisition program performance in alignment with DHS directives and federal best practices, focusing on scope, cost, schedule, and risk management
• Participate in and analyze briefings, stakeholder communications, and source data to produce written evaluations, comments, and strategic recommendations
Required Qualifications
• PMP certification is required
• Bachelor’s degree in Business Administration, Public Policy, or a related field
• Eight-plus years of experience managing large-scale acquisition programs or projects, including team leadership and performance oversight
• Strong verbal and written communication skills, with the ability to engage effectively with executive-level stakeholders
• Demonstrated expertise in program evaluation, risk management, and strategic analysis
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, Project, Visio)
• Strong analytical thinking, problem-solving abilities, and attention to detail
Required Clearance
• Active Secret security clearance required
