Job Description:

Are you a passionate, innovative biomedical scientific researcher with experience launching leading edge R&D initiatives and projects in healthcare?

ECS is seeking a highly organized and proactive New Start Support Specialist to join our team in supporting the Advanced Research Projects Agency for Health (ARPA-H).  The successful candidate will play a pivotal role in the initiation and management of new projects, ensuring that all administrative, logistical, and operational aspects are effectively handled. This position requires a strong understanding of federal contracting, project management, and the unique requirements of ARPA programs.  This role will serve in support of the Resilient Systems Office (RSO).

About RSO.  The RSO seeks to address systemic challenges across the healthcare and public health landscape by investing in cutting-edge technologies that address long-standing gaps in the quality, efficacy, and consistent availability of care.

What you will do.  In this role, you will support RSO Program Managers (PM) by assisting in the initiation, management, and reporting of new RSO projects.  You will bring your support and thought leadership to the PM, the performer teams, and stakeholders across the health innovation ecosystem in the research and development of these leading-edge projects.  More broadly, you will enable the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation’s healthcare ecosystem processes, policies, and enabling technologies; and enable the agency to expand its healthcare and scientific scope into yet unknown areas.  This includes:

  • Assist in the initiation of new ARPA projects, ensuring all necessary documentation, resources, and approvals are in place.
  • Provide comprehensive administrative support to program managers and project teams, including scheduling meetings, preparing reports, and maintaining project documentation.
  • Coordinate logistical aspects of new project starts, including arranging travel, meetings, and workshops, and ensuring the availability of necessary facilities and equipment.
  • Ensure all project activities comply with ARPA-H and federal contracting regulations. Prepare and submit required reports and documentation in a timely manner.
  • Assist in the allocation and management of project resources, including personnel, budget, and materials, to support new project starts.
  • Maintain clear and effective communication with internal and external stakeholders, including project teams, contractors, and ARPA-H representatives.
  • Identify potential risks related to project initiation and develop mitigation strategies to ensure smooth project starts.
  • Contribute to the development and implementation of processes and procedures to improve the efficiency and effectiveness of new project starts.

Salary Range: $125,000-$150,000

Required Skills:

  • Possess at least 8 years of total work experience (can be a combination of research, commercial, government, and consulting).
  • Proven experience initiating new R&D project starts, to include documenting approvals, coordinating logistics, managing resource allocation, and ensuring compliance with contracting requirements.
  • Background in novel device design/fabrication or Bioinformatics required.
  • Experience in field deployable diagnostics, genomics, microbiology, or analysis of emergency technologies highly preferred.
  • Ability to manage competing priorities in a fast-paced environment.
  • Demonstrated ability to conduct independent research, analyze data, write scientific reports, and evaluate new start proposals.
  • Passionate about innovation and driven to make a real impact on human health.
  • U.S. citizenship or lawful permanent residency is required per contract.
  • Ph.D. in Biomedical Engineering, Biochemistry, or related scientific field.

 

Desired Skills:

  • Experience working for a Federal ARPA (DARPA, ARPA-E, ARPA-I, ARPA-H) organization.
  • Minimum of 3 years of experience in project management, administrative support, or a related role, preferably within federal contracting programs.
  • Two years or more experience in Federal Healthcare and/or Scientific Consulting, supporting complex healthcare and programs of a research and development (R&D) nature.
  • Exceptional organizational and time management skills, with the ability to manage multiple tasks and projects simultaneously.
  • Strong written and verbal communication skills.
  • High level of accuracy and attention to detail in all aspects of work.
  • Ability to identify and resolve issues effectively and efficiently.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and project management software.
  • Strong communication and teamwork skills, with the ability to collaborate effectively with scientists, engineers, and other professionals from diverse backgrounds.
