Summary:

The USG Strategy Division is seeking a Strategic Pricing Team Senior Specialist. This position is an instrumental contributor to the strategic pricing team’s aim of fostering and operationalizing cost and pricing excellence across the USG business line. Specifically, the senior specialist supports the creation of cost and pricing talent pipeline through formal and informal capacity building; ensures cost proposal quality and compliance with client and corporate requirements; and contributes to analysis and strategic decision-making. Responsibilities Include:

Business Line Leadership and Strategic Support

  • Liaises with staff across USG Business Line regional business units to understand clients’ needs, cost proposal development challenges, and opportunities to improve pricing strategies.
  • Liaises with pricing and contracts experts from Chemonics’ other business lines to identify corporate issues, design possible solutions, and facilitate appropriate action.
  • Conducts analysis of business line performance and pricing data to identify recurring challenges and potential strategic actions needed to enhance performance balancing our financial goals.
  • Conducts pricing research and analysis related to new clients or new contractual mechanisms.
  • Maintains, expands, and applies technical knowledge in USG and non-USG contracting and other related technical interests by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics practice networks.
  • Undertakes assignments on projects or special initiatives, both billable and non-billable, as required.

Advisory Services to Proposals and Projects

  • Provides advisory services to new business teams, proposal teams, and project management units on complex RFP or RFA reviews, fee payment schedules, competitive range negotiations, subcontractor pricing negotiations, and nontraditional partnering strategies.

Quality Control and Application of Corporate Pricing Policies

  • Oversees the scheduling of corporate cost reviews in the USG Business Line.
  • Conducts corporate cost reviews for select proposals, focusing on complex and high priority proposals and modifications such as indefinite quantity indefinite delivery (IDIQ) proposals and competitive range responses.
  • Manages a system for capturing and sharing best practices, proposal trends, frequent policy deviations, industry developments, and market trends specific to the business line.
  • Serves as a subject matter expert by periodically updating QMS documents owned by the USG Business Line Strategic Pricing Team.
  • Ensures all cost proposal material related to USAID and other USG Business Line clients is current, useful, relevant, and compliant with applicable regulations and Chemonics policies.

Capacity Development

  • Facilitates the training curriculum for cost proposal preparation and partnership management ensuring the content of trainings is updated based on feedback, more recent or relevant examples, updated guidance, and any changes to regulations, policies, or newly realized best practices.
  • Delivers other trainings related to cost proposal preparation and financial management.
  • Supervises, trains, and mentors staff in pricing, new business, and contracts.
  • Identifies the need for and develops new pricing guidance documents, processes, templates, and tools, including tools to help staff develop proposals for new clients.
  • Actively supports or participates in new business activities and proposal teams, when appropriate.
  • Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Performs other duties and responsibilities as required.

Qualifications:

  • Minimum five years of relevant work experience required.
  • Bachelor’s degree required; Master’s certificate in Contract Management or other relevant certification preferred.
  • Demonstrated understanding of project and contract management as well as USG regulations and guidelines in order to provide support and guidance in a strategic and problem-solving manner.
  • Knowledge of Chemonics’ cost structure and accounting, pricing, financial, and personnel systems and policies preferred.
  • Experience with various contract types: cost reimbursement (award fee and fixed fee), time-and-materials, IDIQ, fixed price, etc.
  • Well versed in FAR, AIDAR, and other relevant federal regulations.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively.
  • Strong organizational and work prioritization skills, and ability to focus and pay attention to details.
  • Collaborative and entrepreneurial mindset.
  • Experience living or working in developing countries is a plus.
  • Fluent English required; proficiency in a foreign language preferred.
  • Willingness to travel and work abroad a minimum of four to eight weeks per year.
  • Demonstrated leadership, versatility and integrity.

The Salary Range for this position is expected to be: $84,320 - $105,400.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
