ECS is seeking a Technical Project Manager to work in our Fairfax, Virginia office in a hybrid (remote/onsite) capacity to support a team responsible for managing and maintaining multiple DoD Community Coalition Mission Partner Network Enclaves. The candidate will work closely with stakeholders to include the DoD, commercial vendors, traditional federal contractors, and technical teams to initiate, plan, control, and execute initiatives in support of sensitive and critical priorities.

  • Is highly adaptable; organized and detail-oriented; and has well-developed written, verbal, and interpersonal skills.
  • Assumes full ownership and accountability for tasks and deadlines; works with limited/no supervision; and commits to high quality results and deliverables.

 

Responsibilities:

  • Lead phased project initiation, planning, execution, monitoring and closing activities.
  • Plan, organize, assign, and direct the completion of project tasks within budget and scope; communicate and mitigate task delays and track task completion.
  • Identify and assist in the development and finalization of required project deliverables.
  • Coordinate and facilitate project meetings with internal and external stakeholders; create agendas and publish minutes.
  • Develop and maintain project documentation (e.g., charters, CONOPS, requirements, design documents, implementation plans, test plans, schedules, monthly status reports, programmatic reviews, etc.).
  • Support development and maintenance of Plans of Action and Milestones (POA&M).
  • Communicate status and escalate issues to Leadership as appropriate.
  • Mitigate project risks, and track action items to closure.
  • Provide user management, support, training, and troubleshooting, as needed.
  • Support contract actions and financial tasks, as needed.

Required Skills:

  • U.S. Citizenship required per contract.
  • Local resource with the willingness to work in a hybrid, onsite/remote capacity in Fairfax, VA (up to 3 days in office).
  • Active Secret security clearance with the ability to obtain a Top Secret/SCI security clearance.
  • Bachelor's degree in Computer Science; Information Systems Management; Project Management, Business, or a related discipline.
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
  • 7+ years of project management experience.
  • Experience working with cloud technologies (Microsoft Azure preferred).
  • Ability to travel both CONUS and OCONUS throughout the duration of the effort.
  • Proven ability to interact with stakeholders at all levels, from end-users to executive leadership.
  • Experience in detailed requirements gathering, interpretation, analysis, and validation to develop strategic plans that meet customer mission requirements.
  • Demonstrated ability to apply an understanding of operations to proactively identify and remediate day-to-day technical and operational challenges.
  • Experience leading technical and non-technical teams in the components of project management, including financial management, program documentation, scheduling, deployment, customer service, quality control, etc.
  • Exceptional planning, problem-solving, data collection, and analytical skills.
  • Advanced proficiency in Microsoft Office tools and O365, including Excel, Word, PowerPoint, and Teams.
  • Strong ability to operate in a fluid, high-operational tempo environment with firm deadlines and critical, quick turnaround and ad-hoc tasks; demonstrates flexibility and has the ability to change directions rapidly, when required.

 

Desired Skills:

Preference shown to candidates with:

  • Active Top Secret or higher security clearance.
  • DoD 8570 Compliant, minimum IAT Level II (e.g., CompTIA Security+ or higher).
  • Experience working with Department of Defense (DoD) organizations or performers.
  • Azure Fundamentals certification.
  • Hands-on experience and/or pertinent knowledge of Atlassian's Jira and Confluence.
