ECS is seeking a ARPA-H Contract Specialist to work in our Remote office.  Please Note: This position is contingent upon contract award.

The Advanced Research Projects Agency for Health (ARPA-H) is a new agency within the Department of Health and Human Services (HHS) focused on accelerating breakthroughs in health. ARPA-H operates with a high degree of flexibility and agility to support high-risk, high-reward research programs that have the potential to transform human health.

The Contract Specialist role plays a critical role in supporting ARPA-H's mission offices by assisting in the development of solicitations and related documents; managing BAA proposals and negotiations; and coordinating within the mission office for cost proposals and technical evaluations.

 

Salary Range: $65,000-$130,000

General Description of Benefits

 

Required Skills:

  • Bachelor's degree.
  • Minimum of 3 years of experience in a contract specialist role, preferably in a government or research environment.
  • At least 1 year experience supporting DARPA or related Federal “ARPA” agencies (IARPA, ARPA-E, HSARPA).
  • Experience working with OTAs, grants, contracts, and cooperative agreements.
  • U.S. citizenship or lawful permanent residency is required per contract.
  • Active Public Trust or ability to obtain.

Desired Skills:

  • General knowledge and experience with acquisition awards such Cooperative Agreements and Other Transactions and knowledge of acquisition documentation requirements (RFI, SN, BAA, J&A) with experience working with each are preferred.
  • Experience in an R&D environment is highly preferred.
  • Experience supporting federal or commercial health agency/organization is a plus.
  • Knowledge of the biomedical research landscape a plus.
