ECS is seeking a Agile Delivery Manager to work in our Arlington, VA office.

ECS is seeking an Agile Delivery Manager to lead engagements for a strategic Cyber Security Program in support of our National Security client. The scope of the program includes project management and subject matter expertise, strategic planning, solutions development, and mission execution support across a diverse portfolio of Cybersecurity programs. This position is located in Ballston, VA (Arlington) with the option for routine remote work.

Job Description:

  • Provide the ability to manage programs that may vary by program type (i.e., a new initiative which needs scope and outcome-based definition, an existing program, a project being transitioned from another delivery provider, etc.), size, complexity, project life cycle phases, development methods (e.g. SCRUM, etc.)
  • Develop and implement business and solution roadmaps and strategy, and monitor alignment of tactical activities
  • Provide higher-level view of activities occurring within the enterprise and the impacts on information sharing initiatives
  • Perform risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues
  • Support the development of briefings, agendas, and other general documentation support as directed, including training material and demonstration sessions for new and existing technologies to various DHS stakeholders
  • Support a continuous improvement process by providing recommendations on improving products, services, and processes
  • Develop Communication Campaigns
  • Develop and manage project schedules, including integrated project schedules, and plans using the tools as defined by the Government (i.e., Confluence, JIRA)
  • Support Management of projects within schedule and budget and defined by the Government
  • Ensure the team delivers Agile development artifacts, which may include Project Sprint/Product/Release Backlogs, Burn-downs/ups, Team Velocity, RTM, etc.
  • Serve as Senior Advisor to a client overseeing organizational change, strategic planning, governance, or development of custom systems in the federal space
  • Maintain responsibility for the delivery of work products
  • Oversee implementation of standardized processes and deliverables
  • Establish and monitor schedules; identify resource needs and assign individual responsibilities
  • Manage client interaction and expectations regarding team efforts
  • Identify and coordinate cross-team dependencies and collaboration
  • Continually seek opportunities to increase customer satisfaction, develop and deepen long-lasting client relationships

Required Skills:

  • Must be a US Citizen
  • Must be able to obtain a Public Trust Clearance
  • 11+ years’ progressive experience in program and project management
  • Experience applying and coaching customers and partners in Agile principles in a Scrum or Kanban environment and phase-based delivery methods.
  • Experience with Jira and Confluence or other Agile tools.
  • An ability to clearly communicate technical concepts to both technical and non-technical users.
  • Experience in establishment of KPIs to measure effectiveness of teams and systems
  • Must be able to work well both in a team environment and independently.
  • Must possess exceptional attention to detail.
  • Excellent interpersonal and communication skills.
  • Familiarity with government programs and policy/procedures teams
  • Demonstrates ability to interact comfortably with Senior Leadership and/or Government Executives and staff on a day-to-day basis
  • Experience in managing client requirements and small teams.
  • Excellent analytical skills and business presentation skills.
  • Strong team building and client interfacing skills, a positive attitude, strong self-motivation, and excellent communication and interpersonal skills.
  • Experience putting together presentations for senior level staff.
  • Very good written and oral communication skills and outstanding client-interaction skills

Desired Skills:

  • Active Top Secret Clerance
  • Knowledge of the federal acquisition lifecycle
  • Fluency in cybersecurity practices and policy
  • Experience in the full systems engineering life cycle, from initial design/analysis to deployment.
  • Project Management, Agile, and/or Cyber Certifications (PMP / ACP / CSM / SAFe / CISM)
