Position Summary:

The position will Work with the Vice President of Residential Policy to lead MBA’s residential government housing policy and regulatory advocacy program, including tracking, analyzing, and commenting on regulatory proposals.  Developing and maintaining important agency and industry relationships, managing key MBA committees (including RESBOG), and supporting MBA’s business segment groups.  This position has direct supervisory responsibilities.

 

Duties and Responsibilities:

  • Manages the tracking and analysis of regulations, policy changes, and legislation affecting government-sponsored enterprises and private-label markets to assess the impact on MBA members.  Supports the preparation of comment letters and other regulatory advocacy communications and develops policy positions and regulatory advocacy strategies. 
  • Supervises staff leads for MBA’s Residential Loan Production and Government Lending Subcommittee committees and related subcommittees, task forces, and working groups.  Manages the Residential Board of Governors (RESBOG) and their coordination and prioritization of activities across all MBA policy committees. Supports MBA’s business segment-related communities and networks, and MBA’s M-team, etc. as needed.
  • Supports the development of content on key housing policy issues for MBA Education and MBA conference programs.
  • Develops and maintains relationships with key agency officials, GSE staff, sister trade associations, members and other potential advocacy allies. 
  • Manages, directs, and mentors a team of policy analysts.  Manages outside consultants supporting residential policy programs.    Works collaboratively with other MBA departments to enhance the MBA value proposition with Residential members.

 

Qualifications:

Graduate degree required in public policy, finance, or law.  A Bachelor’s degree with specific relevant experience may substitute for a graduate degree.   Ten years experience with housing finance policy. capital markets issues; and experience advocating before FHFA, HUD, VA, Ginnie Mae, and the SEC.   The incumbent must have demonstrated analytical skills. Excellent communication and interpersonal skills are required.

 

Competencies:

  • Strong policy analysis skills on rules, regulations, and guidelines impacting government housing finance.
  • Ability to succinctly convey residential policy implications to members and policymakers.
  • Must be an excellent writer, and comfortable speaking before committees, policymakers, boards, and on conference panels.
  • Must be a strong collaborator within the MBA team, and with other trades, members, and other stakeholder groups.
  • Ability to manage multiple and diverse priorities with competing deadlines/
