Position Overview:

The Dispatch Supervisor – Bunker Operations is responsible for completing the planning and coordination required for scheduling all vessel movements for bunker products under a safe and efficient service delivery model. This position works closely with customers, agents, vessel crews, maintenance staff, and other members of the Operations team. This role is responsible for providing the highest level of customer service and the consistent execution of contract deliverables under the most efficient model.

 

Essential Job Functions:


1. Manages self and others in support of safe and incident-free operations. Responsible for understanding and abiding by safety management system policies and procedures. Leads by example;
2. This role is the primary interface between TWC and its customers ensuring the highest level of customer service and the consistent execution of contract deliverables;
3. Works collaboratively with the other members of the Operations team to plan and execute day to day customer requirements including but not limited to; planning, optimizing and confirming vessel schedules, and bargemen schedules as well as, daily communication with customers/agents, etc;
4. Schedules all required tug and barge movements within the limitations of the collective agreement and the relevant regulations;
5. Coordinates and optimizes equipment to fulfill schedule;
6. Continuously tracks vessels – adjust schedule and manages both asset and crew changes as required as required;
7. Provides delivery time updates to customers;
8. Composes messages related to scheduling and deliveries and distributes these to the tugs, barges and crew;
9. Reviews and corrects daily Krill records and approves fuel transactions;
10. Provides the weekly report on fleet movement, vessel utilization and vessel breakdowns to Management;
11. Conducts consistent reviews of vessel utilization, vessel scheduling and related KPI’s to identify areas of improvement. Initiates continuous improvement measures in step with operations and management;
12. Maintains department KPI’s and required paperwork. Utilizes KPI’s on a regular basis to make decisions and to provide suggestions to management;
13. Instills fiscal discipline in scheduling all crew and assets to ensure schedules are managed to most efficiently while remaining mindful of the operational budget and KPI’s;
14. Coordinates and communicates load and discharge plans and customer requirements with the Barge Operators and customers. Adapts plans as required and relays relevant information as required;
15. Subcontracts harbour tugs to move barges only when necessary, reviews and approves 3rd party tug assist invoices;
16. Plays a lead role as a member of the TWC Incident Command team;
17. Provides data when required from QHSSE to support incident investigation;
18. Regularly liaises with Masters, Mates and Barge Operators with an eye to continually improve crew relations and operations;
19. Attends weekly operations meetings and updates management team on the barge schedule. Participates in the weekly Management of Change meeting. Completes assigned tasks on a timely basis;
20. Works with maintenance to maximize fleet up time;
21. Provides first on call duties after hours on their shift days;
22. Provides vacation coverage for Dispatch Supervisor – Bunker Operations and Dispatch Supervisor – Vessel Schedulers;
23. Provides administrative support to operations during down time;
24. Other duties as reasonably required.


Reports:

  • This position reports to the Director of Operations
  • Peers include the Dispatch Supervisor – Vessel Scheduler(s), Supervisor – Crew Scheduling, Bunker Operations Supervisor, Facilities Supervisor and the Maintenance Manager.

 

Skill Requirements:

  • Superior communication- both verbal and written
  • Proven experience with working in an unionized environment
  • Solid understanding of QHSS&E systems, procedures, regulations and best practices as it pertains to marine and petroleum transportation
  • Proficiency in Excel, Word and PowerPoint
  • Proven ability to work in a fast paced dynamic environment, act on the fly and apply creative solutions to complex, multivariable problems
  • Solid business acumen

  • Demonstrated self-starter; self-motivator
  • Able to work in operations within a customer orientated environment
