Position Summary

The Associate Director of Public Policy will support advocacy efforts for renewable energy, opportunity zones, and/or historic preservation policies. This role requires building and maintaining strong relationships with congressional members, legislative staff, and relevant federal agencies in Washington, D.C. The Associate Director of Public Policy will provide insights, assist in strategy development, and represent Novogradac in policy coalitions and policy advocacy while effectively communicating key renewable energy, opportunity zones, and/or historic preservation policy issues.

Essential Duties & Responsibilities 

  • Build and maintain strong relationships with members of Congress, congressional staff, relevant federal and state agency officials and staff in Washington, D.C. in support and promotion of a legislative and regulatory agenda on renewable energy, opportunity zones, and/or historic preservation.
  • In consultation with the Chief Public Policy Officer, develop strategies and execute policy advocacy efforts.
  • Draft written materials for use with internal and external audiences to promote renewable energy, opportunity zones, and/or historic preservation policies.
  • Monitor, research, summarize, analyze and interpret relevant federal and state legislation, regulations, guidance, policy proposals, and literature; identify trends; inform appropriate parties; suggest advocacy uses for findings.
  • Anticipate conceivable renewable energy, opportunity zones, and historic preservation proposals and draft possible responses.
  • In consultation with the Senior Marketing Director, draft articles and blog posts on relevant and timely renewable energy, opportunity zones, and/or historic preservation policies.
  • Represent Novogradac at various relevant renewable energy, opportunity zones, and/or historic preservation policies -related policy coalitions.
  • Assist as needed with Novogradac Working Group meetings, calls, and the preparation of comment letters.
  • Assist with special projects as assigned.

Knowledge, Skills and Abilities 

  • Competence and experience in advocating for, analyzing and tracking federal legislation, regulations, guidance and other renewable energy, opportunity zone, and/or historic preservation related policies, especially those involving tax policies.
  • Excellent verbal and written communication skills, including the ability to explain complex issues effectively to a wide range of audiences in a concise and compelling manner.
  • Knowledge of and interest in renewable energy, opportunity zones, and/or historic preservation policies, especially federal tax policy, and experience writing policy briefs.
  • Advanced analytical, interpretive, and problem-solving skills.
  • Superior organizational and project management skills, ability to perform work independently and accurately with strong attention to detail.
  • Ability to meet deadlines and effectively prioritize a fast-paced and varied workload, effectively manage a variety of concurrent and shifting priorities.
  • Strong interpersonal and collaborative skills to work with other employees, various teams, and external colleagues.

Minimum Qualifications 

Bachelor’s degree in public policy, business, finance or related area plus 3-5 years of experience in public policy, government affairs, or a related role.

Preferred Qualifications 

Advanced degree preferably in public policy, business, finance, tax, law, or related area and experience working in Congress and/or in relevant federal agencies is strongly preferred. Experience with some or all of the following: Low Income Housing Tax Credit, Housing and Urban Development, New Market Tax Credit, Historic Rehabilitation, Opportunity Zones, Community Development and Renewable/Clean Energy is strongly preferred. Experience with the accounting industry and related consulting is a plus.

  • Compensation: $90,000 to $105,000 depending on experience.  More is possible if experience dictates.
