Director of  Mobility Services

The Transit Authoirty of River City (TARC) has an opportunity for an experienced; team oriented and energetic Director of Mobility Services.  The Director of Mobility Services is responsible for managing, organizing, coordinating, and monitoring TARC’s Paratransit services while ensuring full compliance with Americans with Disabilities Act (ADA) and paratransit rules and regulations.  Additionally, the Director of Mobility Services will lead TARC’s transformative technology and multimodal trends.


  • Manages all aspects (compliance, performance, financials, reviews, resolutions, and audits) of a third party Paratransit contract.

  • Manages in-house Paratransit eligibly process.

  • Contributes to both short and long-term planning to ensure that TARC responds to operational issues and meets program objectives to provide quality service and support to a diverse customer base.

  • Lead in the design of operational functions that are nontraditional in service delivery.

  • Serves as subject matter expert in transformative technology advances and multimodal trends that increase travel options and/or customer convenience.

  • Leads in the design of operational functions that are nontraditional in service delivery.

  • Assists with special activities, tradeshows, expo’s, community events, and advocacy groups to promote TARC’S services.

  • As needed, participate in assigned TARC Board of Directors subcommittee meetings.

  • Develops and manages the budget of the Mobility Management department.

Minimum Qualifications:

  • Bachelor’s Degree with five (5) years verifiable professional experience or any combination of experience, education and training that demonstrates the ability to perform the work. 

  • Knowledge of operations and activities of a Paratransit operation program and functions with direct experience in development, maintenance and oversite enforcement of Paratransit service policies and procedures, performance monitoring, and continuous process improvement.

  • Knowledge in public transit and transformative technology trends.

  • Knowledge in Trapeze and other industry specific software is preferred.

  • Knowledge of managing third-party contracts.

  • The ideal candidate will be a successful team-builder with at least three (3) years Paratransit experience, including program management, service contract compliance and Trapeze scheduling software.

  • Successful performance of pre-employment tests required.
