“Are you a beginner or intermediate project coordinator experienced in commercial/ institutional construction? Do you have a keen interest in the growing field of public procurement?

We are looking for a construction professional with strong interpersonal and critical thinking skills to join our team in Moose Jaw, Saskatchewan.

Defence Construction Canada (DCC) provides timely, effective and efficient project delivery and full lifecycle support for infrastructure and environmental assets required for the defence of Canada. In particular, DCC provides procurement, construction, maintenance, environmental, project and program management, facilities management and professional services to support its Client-Partners—the Department of National Defence and the Canadian Armed Forces. DCC has implemented an e-procurement solution and works closely with industry and the Client-Partners to develop and deliver new and innovative construction delivery methods, such as public-private partnerships, integrated project delivery and modified design-build.

DCC’s procurement team awards an average of 2,000 contracts per year, with a total value of approximately $900 million.

As a Procurement Officer (Coordinator, Contract Services) at the 15 Wing moose Jaw site, you will be part of DCC’s award-winning team, providing excellence in procurement. The site awards an average of 25-30 contracts per year. As a member of the Contract Services team, you will have the authority and be empowered to bring forward new and innovative ideas, while working independently on procurements valued at over $15 million per year. You will participate in and promote procurement planning for complex, dynamic, high-risk and intellectually challenging multi-phased projects, liaising nationally with other DCC professionals across Canada.

The Procurement Officer (Coordinator, Contract Services), arranges and prepares standard contracts for the Client-Partners (e.g. construction, professional services). The incumbent determines Client-Partner needs, provides advice on appropriate procurement approaches, reviews Client-Partner documentation, and arranges for the preparation and submission of documents to the responsible contract authority. The incumbent also makes recommendations to the contract authority about initiating procurement, process decisions and contract awards, and manages the Client-Partner relationship.

KEY AND PERIODIC ACTIVITIES
Duties and responsibilities listed below are representative but not all-inclusive: 
Primary

  • Provide advice to Client-Partners on all aspects of procurement
  • Review Client-Partner information (e.g. specifications, financial details, security) and assemble for submission to the contract authority
  • Prepare procurement documents
  • Review tender submissions for compliance and facilitate proposal evaluations
  • Make recommendations to the contract authority for approval (e.g. procurement initiation, process decisions, contract awards)
  • Negotiate contracts with proponents
  • Respond to inquiries from bidders
  • Communicate with Client-Partners and industry, including debriefing unsuccessful bidders
  • Prepare Notices of Proposed Procurement
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other

  • Review and approve initiation and award of contracts, within delegated signing authority
  • Participate, promote and sometimes lead procurement planning with Client-Partners
  • Manage risk
  • Other duties as assigned

Formal Education and/or Certification(s) and Experience

  • Minimum: college diploma in architecture, engineering technology or related field with four years’ relevant experience, or the equivalent

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
