The Technical Specialist, Energy Management, provides complex energy management services to support the delivery of Client-Partner real property projects and programs. Acting as subject-matter expert, the incumbent provides advice, recommendations and technical guidance in areas such as Smart Building technology, net-zero-carbon planning and greenhouse gas reduction. The Technical Specialist develops and implements tools, processes and strategies and is responsible for supporting regional and national energy management programs. This can include performing energy audits and lifecycle cost analyses, producing energy models and forecasts, and drafting actions plans to meet federal policies and directives for infrastructure greening. The incumbent coordinates activities for complex projects, conducts research, studies and assessments, acts as mentor to site energy specialists and manages the Client-Partner relationship

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
• Complete complex energy management work (e.g. inspections, energy audits, marginal lifecycle cost calculations, plans, gap analyses, mapping, pre-feasibility and feasibility studies)
• Review energy management deliverables and statements of work
• Develop, coordinate and implement innovative strategies and policies to reduce energy consumption and greenhouse gas emissions (GHGs)
• Perform statistical analyses, modelling and forecasting using tools and systems such as building energy management and simulation software (e.g. RETScreen, Equest) and Microsoft Power BI
• Research, analyze and develop tools, templates, standards, directives and performance indicators
• Coordinate and integrate activities to implement energy measures to achieve set targets
• Promote, advocate for and raise awareness of energy reduction techniques
• Participate in or lead forums, workshops, working groups and committees
• Support regional and national energy efficiency and greenhouse gas (GHG) emission reduction initiatives
• Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and engage with stakeholders
• Ensure quality standards are met, in line with corporate and Client-Partner expectations
• Manage risk

Other
• Carry out regional and national environmental scans of energy use and decarbonization
• Conduct peer reviews
• Prepare monthly reports (e.g. for internal clients and Client-Partners)
• Other duties as assigned

SKILLS

General and Specific Knowledge

Formal Education and/or Certification(s) and Experience
Minimum: college diploma in engineering or related field with six years’ relevant experience, or the equivalent; strong technical and theoretical background in energy and real property
Preferred: university degree in one of the above fields and/or additional training in project management
Other: professional certification may be required depending on position (e.g. Certified Measurement and Verification Professional, Certified Energy Manager, Certified RETScreen® Expert, Existing Building Commissioning, Leadership in Energy and Environmental Design credential)

Abilities
• Use applicable computer software, analytical tools and operating systems
• Effectively communicate technical/scientific concepts to a diverse audience
• Apply project and risk management techniques

• Provide functional direction, guidance and advice to employees, managers and Client-Partners

• Typical office environment with occasional travel
• Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
