Reporting to the Director, Human Resources, the Human Resources Manager (Policy and HR Programs) develops, implements and maintains pro-active policies and programs including succession planning, senior management and board reporting, awards, and job evaluation in line with operational requirements and DCC’s corporate strategic objectives and values. As the subject-matter expert, the Manager provides modern, effective and efficient policies, programs and services to enhance the long-term sustainability of a valued professional workforce. The incumbent solves atypical problems and provides advice and recommendations to the Director, Human Resources, senior management, supervisors, key stakeholders and Human Resources team members. The incumbent also leads special projects, as required. The Manager leads a team of professionals and manages the human resources responsibilities for the team. In addition, the incumbent develops creative solutions and ensures the team is focused on collaboration, quality and timeliness of deliverables. 


KEY AND PERIODIC ACTIVITIES  
The duties and responsibilities listed below are representative but not all-inclusive: 
Primary  

  • Develop, implement and monitor a variety of policies, programs and services to comply with legislation and align with DCC’s strategic objectives, values and business goals including performance management, succession planning, job evaluation, pay equity, awards and employee engagement 
  • Oversee and lead the design and operationalization of company-wide performance planning, job evaluation, and development of policies, processes and tools  
  • Identify and solve complex operational problems related to program or policy design and/or interpretation, leveraging the appropriate resources within or outside own area of accountability 
  • Manage the implementation and maintenance of the HRIS System for related policies and programs by ensuring that other Human Resources members, IT, Communications and Security are updated regarding any required changes  
  • Measure, monitor and report on the effectiveness of policies, programs and other HR initiatives to ensure they deliver value to the business  
  • Support the Director, Human Resources in the delivery of HR programs  
  • Ensure quality standards are met, in line with corporate expectations  
  • Ensure human resources policies and procedures are applied in a fair and consistent manner across the organization 
  • Manage risks  
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders  
  • Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance) 

Other  

  • Provide training and advice to Human Resources team members and senior management  
  • Foster an atmosphere of innovation, teamwork, continuous improvement and customer service 
  • Other duties as assigned  

SKILLS 
General and Specific Knowledge 

  • Best practices, methods, trends and legislation in human resources management, with a focus on Human Resource policies and programs 
  • Best practices and trends in strategic planning and financial management • Project and risk management principles  
  • Corporate, government and legislative policy and program requirements  

Formal Education and/or Certification(s) and Experience 

  • Minimum: university degree in human resources management or related field with six years’ relevant experience and Certified Human Resources Professional (CHRP) designation, or the equivalent  

Abilities  

  • Use applicable computer software and operating systems  
  • Write policies, proposals and reports  
  • Apply project and risk management techniques  
  • Possess exceptional verbal and written communications skills 
  • Demonstrate business acumen, leadership and human resources management skills  

DEVELOPMENT AND LEADERSHIP  

  • Lead and manage direct reports 
  • Provide functional direction and advice to Human Resources team members, supervisors, managers and senior management

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

  • criminal record checks

  • reference checks

  • previous employment

  • open source checks

  • credit/financial status
