The Technical Specialist, Computer-Aided Design (CAD)/Building Information Modelling (BIM) provides CAD, BIM and/or Project Information support to internal and external clients. The incumbent acts as a Project Information Officer (PIO), collaborating with peers and the Client-Partners to assess requirements, implement enhancements, and provide Capital Project support services for the Client Partner. Additional responsibilities include coordinating the use of digital project environments, the provision of recommendations and technical advice, development and use of CAD/BIM standards and processes, performance of quality assurance and control activities, and production of technical CAD/BIM deliverables and services (e.g. templates and toolkits, specifications, project reporting and data analysis, end-user training), in collaboration with project/program teams and junior technical staff.
 

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

Primary
•    Produce CAD drawings, BIM models, templates, toolkits in response to Client-Partner requests
•    Provide technical advice regarding Capital Project Spatial integration (e.g. standards, software & requirements analysis, user input)
•    Work with the Client-Partner to identify stakeholders, assess business and technical requirements, and support the implementation of Capital Project Spatial applications and enhanced system functionality
•    Support the administration of the Client-Partner’s Capital Project Spatial applications and environments, including requirements management, capability development, troubleshooting, and end-user technical support and training
•    Coordinate quality assurance and control activities for project spatial data, provided by external suppliers
•    Develop and implement Real Property Spatial standards, workflows, and processes
•    Create user documentation, standard operating procedures, training documents and develop communication strategies for further digital project environment improvements
•    Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
•    Ensure quality standards are met, in line with corporate and Client-Partner expectations  
Other
•    Support and/or lead business development activities
•    Provide administrative and project support (e.g. filing, reporting, document creation)
•    Manage risk
•    Other duties as assigned 

SKILLS 
General and Specific Knowledge
•    Best practices, methods, trends and legislation in the BIM and spatial industry 
•    CAD/BIM software (e.g. AutoCAD, Revit, Civil 3D, Recap, BricsCAD BIM)
•    Rendering and Visual Media software (e.g. Navisworks, Enscape, Adobe Creative Cloud) 
•    Reality capture processes and technologies (e.g. LiDAR/3D Scanning)
•    Digital project environment software (e.g. Autodesk Construction Cloud, Procore)
•    Client-Partner and industry CAD/BIM standards (e.g. ISO 19650)
•    National building codes and standards
•    Project and risk management principles 

Formal Education and/or Certification(s) and Experience
•    Minimum: college diploma in architecture, civil engineering, building construction or electrical/mechanical technology or a related field, with at least four years of relevant experience, or the equivalent 

Abilities
•    Use applicable computer software and operating systems
•    Use models to provide technical advice for project development
•    Apply project and risk management techniques
•    Communicate effectively to different audiences and stakeholders

•    Some work may be conducted on construction sites; incumbent may occasionally be required to wear basic safety equipment

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
