Administrative and HR Officer

POSITION SUMMARY - This position is based in Dili, Timor-Leste
The Administrative and HR Officer is responsible for providing comprehensive administrative and human resources support to the department, unit, or program. This role ensures the smooth execution of administrative functions, supports HR processes and serves as a key point of contact for internal staff and external stakeholders. Responsibilities include overseeing document management, scheduling, employee record maintenance, recruitment coordination, and ensuring compliance with organizational policies.
This position does not supervise staff but operates with a high degree of autonomy under general supervision.
RESPONSIBILITIES
Administrative Operations:
- Provide overall administrative support to the department or program.
- Act as a liaison with other departments, external partners, and vendors. Respond to routine requests for information.
- Draft, proofread, and finalize general correspondence, memos, presentations, etc., ensuring accuracy and clarity.
- Maintain and update filing systems, both physical and electronic.
- Manage business calendars, including scheduling appointments, meetings, and conferences.
- Sort and distribute mail. Function as the Timesheet Coordinator.
Human Resources Support:
- Maintain up-to-date employee records, including contracts, attendance, leave requests, performance evaluations, and goal setting.
- Support recruitment processes, including job postings, screening coordination, interview scheduling, and candidate follow-up.
- Facilitate new employees' onboarding, including preparing necessary documents and coordinating orientation schedules.
- Track and support staff training, development programs, and performance review cycles.
- Monitor and maintain employee benefits records, leave balances, and timesheet submissions.
Logistical and Office Support:
- Manage travel arrangements for staff, including booking flights, accommodations, and coordinating itineraries.
- Organize logistical support for departmental meetings, conferences, and workshops, ensuring smooth event execution.
Communication and Coordination:
- Serve as a primary point of contact for the department, ensuring effective communication with staff, visitors, and external stakeholders.
- Coordinate and communicate department needs, updates, and important announcements to relevant stakeholders.
Compliance and Confidentiality:
- Handle sensitive HR-related information with the utmost confidentiality.
- Ensure compliance with organizational policies and procedures, including maintaining accurate and secure records.
Other Duties as Assigned:
- Provide additional administrative and HR-related support as required by the supervisor or department.
WORKING CONDITIONS
- Typical office environment.
- Travel to the field might be required.
- Ability to occasionally work flexible hours for conference calls with offices in different time zones.

QUALIFICATIONS
Required
- Up to 2 years of experience in an administrative or HR role, preferably at an officer level.
- Proficiency with MS Office, Google Mail, and web researching skills.
- Excellent organization and communication skills. Ability to prioritize, manage, and complete high-volume tasks by deadlines.
- Service focus. Courteous, tactful, and proven ability to work effectively with others.
- Ability to work under general supervision and take initiative to solve problems under the supervisor's direction.
Preferred
- Bachelor’s degree in Business Administration, Human Resources, or a related field or up to 2 years of college or technical school studies.
