Monitoring and Evaluation Manager

 POSITION SUMMARY - This position is based in Ambatondrazaka, Madagascar (National candidates only) 

Conservation International (CI) has implemented a large-scale restoration project on the Eastern side of the Lake Alaotra watershed. Planting related to this activity started in the Commune of Manakambahiny Est in 2023 and expanded to the neighboring Communes towards the North and West of the Manakambahiny Est in 2024. Planting will occur southwards in 2025, especially in the Communes of Ilafy, Didy, Feramanga, and Ambatondrazaka Suburbaine.

The Government of Madagascar has received funding from the World Bank to support the Projet de Productivité et de Résilience des Moyens de Subsistance Ruraux – Riz Plus Project, mostly known as Riz Plus. This project has a reforestation component. Thanks to CI's expertise both in landscape forest restoration and its knowledge of the Riz Plus intervention zone, the Management Unit of the Riz Plus project selected CI to implement the reforestation component of the project for the 2024-2025 planting season. 

The Monitoring & Evaluation Manager will be responsible for providing leadership, technical expertise, guidance, and support for the project’s monitoring and evaluation function and learning system. They will play a key role in:

  • Provide support in developing the monitoring and evaluation plan and in designing quarterly, semi-annual, and annual work plans.
  • Develop the existing system to collect data and update periodically: Design monitoring tools/ data collection tools/ monitor project activities, outputs, and progress/ Provide training to executing partners and protected area managers and provide coaching.
  • Analysis of database and report: determine data analysis procedures / analyze data/summarize findings/ develop reports depending on project requirements.
  • Monitor the implementation of the work plan with partners through quarterly and semi-annual plans.
  • Produce maps as required by the target audience.
  • Develop the first draft of the quarterly, semi-annual, and annual reports with partners.
  • Manage data for socio-economic survey, gender, and grievance mechanisms.

RESPONSIBILITIES

  • Work closely with the Project Manager to define participatory monitoring procedure or approach/methodology and identify indicators to be assessed for different target audiences.
  • Supervise the data collection process and ensure data quality control and assessment, conduct data analysis, and periodically update the project dashboard.
  • Provide monitoring and evaluation reports and contribute to the publication of results.
  • Contribute to the different meetings if necessary. 

WORKING CONDITIONS

  • Typical office environment.
  • Travel expected.
  • Flexibility to work beyond normal work hours as needed.

QUALIFICATIONS

Required

  • Bachelor’s degree in biology, forestry, natural resource management, and equivalent.
  • 4 to 6 years of professional experience in conducting monitoring, evaluation, accountability, and learning and strong knowledge of participatory process.
  • GIS and remote sensing skills.
  • Skills in database management and analysis.
  • Experience and training in monitoring technology and software.
  • Ability to speak and write in French and English.

Preferred

  • Masters degree      
  • Strong GIS proficiency.
  • Strong experience in MEAL.
