Finance and Administrative Manager

POSITION SUMMARY - This position is based in Ambatondrazaka, Madagascar (National candidates only)
Conservation International (CI) has implemented a large-scale restoration project on the Eastern side of the Lake Alaotra watershed. Planting related to this activity started in the Commune of Manakambahiny Est in 2023 and expanded to the neighboring Communes towards the North and West of the Manakambahiny Est in 2024. Planting will occur southwards in 2025, especially in the Communes of Ilafy, Didy, Feramanga and Ambatondrazaka Suburbaine.
The Government of Madagascar has received funding from the World Bank to support the Projet de Productivité et de Résilience des Moyens de Subsistance Ruraux – Riz Plus Project, mostly known as Riz Plus. This project has a reforestation component. Thanks to CI's expertise both in landscape forest restoration and its knowledge of the Riz Plus intervention zone, the Management Unit of the Riz Plus project selected CI to implement the reforestation component of the project for the 2024-2025 planting season.
The Administrative and Finance Manager will oversee administrative and financial functions for the satellite office. Administratively supervised by the Project Manager and technically by the Director of Finance at the main office, they ensure accurate and timely financial reporting, serve as a liaison between offices, and uphold best practices.
The role involves generating reports, providing ad-hoc analyses, supervising staff, and supporting management in securing new funding streams, all while meeting deadlines in a fast-paced environment.
RESPONSIBILITIES
Administration and procurement:
- Prepare the periodical acquisition plan for the satellite office and monitor the execution.
- Ensure compliance with the purchase of goods and services.
- Supervise the Accountant's functions.
- Ensure the general functioning of the satellite office.
Fixed Assets:
- Ensure that equipment is accurately recorded in Fixed Assets module and in Accounting module.
- Ensure reconciliation between the inventory list and accounting information.
- Coordinate the annual physical inventory process.
- Monitor the accuracy of the fixed assets reports.
Accounting analysis and reports:
- Ensure the accuracy, timeliness, and completeness of all monthly financial transactions in Business World.
- Prepare regular reclasses.
- Review financial data and transactions to ensure the accuracy of financial reports. Ensure compliance with reporting standards, CI policies, and donor/partner requirements.
- Coordinate the monthly close-book
- Prepare monthly reconciliations and analysis of the general ledger, subsidiary ledgers, and related financial accounts of all offices. Work with Finance Staff in the main office to resolve differences.
- Monitor balance sheet accounts
- Supervise the production of annual reports to the Malagasy Administration on communication rights for the satellite office.
Cash Management:
- Supervise on timeliness collection and deposits of refunds.
- Monitor the bank account movements and balance.
- Supervise payment process.
- Ensure the availability of cash for the project implementation and running costs.
Budget Management:
- Prepare the annual budget for the satellite office.
- Manage the satellite office running costs.
- Prepare monthly cash projections for the satellite office and monitor the cash on hand.
- Provide monthly budget reports for the satellite office and review results with the cost center managers.
- Contribute to the analysis of budget vs actual comparisons.
- Facilitate timely and complete inputs from cost center managers to ensure the ongoing accuracy of the satellite office budget. Update projections as appropriate.
- Act as the gatekeeper for budget expenditure requests.
Other Duties:
- Assist with internal/external audit questions and requests for information at the country program.
- Perform other related duties as assigned.
- Assist with grantee site visits.
People and Resource Management Responsibilities:
- Supervises up to three lower-level employees and/or contractor/partner staff and support personnel.
- Monitor the satellite office budget.
- Assist with the project implementation.
- Manage the office running costs budget.
WORKING CONDITIONS
- Typical office environment. May need to work beyond normal work hours to meet reporting deadlines.
- Travel expected.
- Guidance on flexible work arrangements will be shared during the interview process.
- This role is a fixed-term assignment.
QUALIFICATIONS
Required
- Bachelor’s degree in Business, Accounting, Finance, or a related field.
- 4 to 6 years of experience in financial management, reporting, and budget oversight, including several years in a non-profit setting is preferred.
- Sound understanding of accounting principles, processes, and standards.
- Experience with accounting and financial reporting systems.
- Advanced Microsoft Excel skills.
- Strong analytical skills. Skilled in generating detailed analyses and communicating financial information to a broad audience.
- Attention to detail, highly organized, ability to prioritize and multitask, and meet deadlines in a fast-paced environment.
- Ability to maintain a positive attitude, service focus, and work independently and as part of a diverse team.
- Foreign language fluency is a plus (especially English, French).
