The Crew Chief 2 position performs technical supervisory work with designated supervisory responsibility, and other labor or skilled tasks in maintenance, repair and reconstruction of Pinellas County’s stormwater pipes, structures, and ditches. An incumbent in this position must demonstrate the ability and aptitude to perform supervision and training of personnel, an understanding of how Stormwater systems function and how to determine direction of water flow, and ability to investigate and resolve most drainage problems.

Stormwater Operations Crew Chief 2 duties are performed with a high degree of operational independence with designated supervisory responsibilities on a project basis.  Employees in this class may operate very complex heavy construction equipment; Gradalls, hydraulic excavators, tankers, track-hoes and rubber tire backhoe with attachments.  Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Work location for this position is 22211 US Hwy. 19 N., Clearwater, FL with a work schedule of Monday - Thursday, 7:00AM - 5:30PM.

 

What Would You Do?

  • Supervises crews and equipment on a project basis, assign operators or other personnel and ensures work is accomplished in a safe, productive, and efficient manner
  • Arranges for vacation and sick relief, gives instructions and advice on difficult problems, and occasionally operates equipment
  • Requests and assists in coordinating use of specialized equipment in assigned areas such as a heavy equipment operation
  • Assigns and oversees general labor work as required
  • Trains subordinate personnel in the proper work and safety methods, as well as in the proper and safe use of supplies, materials, tools, equipment, chemicals, etc.
  • Maintains and monitors comprehensive records of work
  • Communicates directives and instructions with staff, and promotes and maintains professional links with all levels of staff, public and other organizations.
  • Performs related work as assigned or required.

 

What Do You Need To Have?

  • Three (3) years of experience in Public Works (maintenance, construction or repair work experience specializing in Right-of-Way Drainage or Stormwater facility maintenance), utilities, general construction, maintenance, construction or repair work that includes lead worker, supervision or supervisory training; or 

  • Associate’s or higher-level degree at least 1 year of experience as described above.

  • An equivalent combination of education, training, and/or experience.

  • Current Florida Commercial Driver’s License Class B and endorsement, if any
  • Leadership qualities needed to provide managerial and technical guidance to staff
  • Experience in reviewing construction plans
  • Attain and maintain a Florida Department of Transportation Temporary Traffic Control (TTC) Intermediate Level Certificate.
  • Complete Illicit Discharge, Spill Prevention, and Response Training; ICS 100, 200 & 700 Training; Erosion & Sediment Control.
  • Availability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

 

Highly Desirable

  • Current Florida Commercial Driver’s License Class A and endorsement.
  • Experience operating a Gradall or long-arm excavator.
  • Knowledge of stormwater drainage principles, methods, materials and equipment.
  • Ability to supervise on a project basis and prepare routine reports.
  • Knowledge of modern techniques, methods, procedures, principles and practices of stormwater permitting.
  • Proficient in Microsoft Office Suites; including Word, Excel, Outlook, Powerpoint.
  • Effectively communicate written and oral directives and instructions with all levels of staff, public and other organizations.
  • Skilled in utilizing asset and data management system software, including OPUS/Oracle, Cityworks, ESRI GIS and /or Mapping of County Assets.

 

Knowledge, Skills, and Abilities

  • Knowledge of methods, operating rules, and uses of public works equipment related to stormwater operations.
  • Knowledge of service scheduling, time management, material and manpower requirements to complete a variety of maintenance type work projects.
  • Knowledge of basic safety and health policies and procedures.
  • Skill usages with small office equipment, computers, and highly technical computer applications.
  • Skill in the operation of large complex construction equipment.
  • Ability to supervise on a project basis and prepare routine reports.
  • Ability to accurately evaluate the work, abilities, and attitudes of subordinates and possession of sufficient physical strength and agility to operate large construction equipment and perform manual labor outdoors under adverse weather conditions.
