Pinellas County has an exciting opportunity for an experienced engineer to lead an outstanding team of engineers and project managers in the development of transportation improvements. Types of improvements include roadway widening, reconstruction, and resurfacing, intersection improvements, trails, sidewalk and others as necessary. This position will lead a team of 5 engineers and project managers and assist in the development of the County's transportation program. The position requires a motivated and collaborative engineer with effective communication skills, and a passion for serving the community by ensuring safe and efficient movement of the County's citizens, visitors, and businesses. This position will also work along side another senior transportation engineer to effectively manage the Transportation Section's projects, budgets, programs, and staff. This is a professional engineering position that includes the planning, development, design and management of roadway, intersection, and pedestrian improvement projects within the Transportation Engineering Section. The position includes working in small internal teams and managing consultant design teams for project development, alternatives determination, preliminary and final design. The position assists with prioritizing, scheduling and budgeting projects consistent with County and Public Works strategic plans and goals and includes coordination with internal and external stakeholders. The position requires an understanding of roadway, drainage and general civil engineering design practices, methods, and regulatory requirements. The position assists with the timely delivery of quality projects in accordance with approved schedules and budgets to meet department performance goals.
Pinellas County’s Capital Improvements Program (CIP) is stably funded through a 1% sales tax (Penny for Pinellas) and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in the most densely populated county in Florida.
What Would You Do?
- Applies engineering design principles and practices to include roadway, drainage and environmental.
- Manages and supervises a team of engineers, designers, and project managers.
- Manages consultant and in-house teams in the design and preparation of construction plans for various types of roadway, drainage and transportation projects.
- Responsible for in-house project development.
- Establishes and effectively manages project schedules and budgets.
- Develops projects and project scopes and negotiates staff hours with consultants.
- Coordinates design activities with other County departments and local and state agencies.
- Reviews and comments on plans and technical specifications of consultant and in-house design projects.
- Prepares construction specifications and bid packages.
- Observes field construction and performs site inspections.
What Do You Need To Have?
- Twelve (12) years of experience in the design and construction of public works projects, to include 3 years supervising professional engineering functions; or
- Bachelor’s degree in civil engineering or other relevant engineering discipline and Professional Engineering license from the State of Florida and eight (8) years of experience in the design and construction of public works projects, to include 3 years supervising professional engineering functions; or
- An equivalent combination of education, training, and/or experience.
- A Florida Professional Engineering license, or a Professional Engineering license from a state that has reciprocity with the State of Florida and is able to obtain FL PE license within 6 months of hire.
- Must be able to travel to project sites during the design and construction phases.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
- Experience applying engineering design and construction principles and practices to include roadway, drainage and environmental.
- Progressive experience in management of project development teams for a range of projects of varying complexity.
- Experience in developing, interpreting, and applying specifications, supplemental specifications and special provisions.
- Experience in preparation of scopes of work, consultant negotiations, and cost estimates.
- Working knowledge of Pinellas County and Florida Department of Transportation specifications and design standards.
- Working knowledge of the Florida Green Book.
- Working knowledge of environmental permitting requirements.
- Ability to communicate effectively orally and in writing to include providing technical assistance to others.
- AutoCad Civil 3D experience.
Knowledge, Skills, and Abilities
- Knowledge of civil engineering principles and practices and the ability to apply those principles.
- Knowledge of modern professional engineering practices and procedures as they apply to public works, construction or utilities.
- Knowledge of modern developments, current literature and sources of information in engineering.
- Knowledge of modern office practices and procedures and the ability to plan and direct the work of engineers, contractors, technicians, and clerical personnel.
- Knowledge of professional and technical leadership techniques, recordkeeping, and report writing.
- Knowledge of scheduling and budgeting principals.
- Skill in the use of engineering instruments and equipment and ability to utilize computer applications for engineering design, drafting, mapping, plan preparation and scheduling.
- Ability to apply computer applications and software.
- Ability to plan, assign, motivate, train and supervise technical employees.
- Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents.
