Perform specialized and professional hydraulic modeling work and supports master planning initiatives for the Utilities department. An employee assigned to this classification is responsible for maintaining computerized, hydraulic models, analyzing impacts of prospective updates to the Utilities networks, data verification as well as other related duties. Work is performed under the direction of the Planning and Project Management Division Director.  The ideal candidate will have proven skills in master planning and hydraulic analyses and will support senior-level staff on water and wastewater planning projects.

What Will You Do?

 

  • Plan, schedule, and track milestones, tasks, and activities.
  • Develop and run hydraulic models and document results in reports.
  • Perform research and analytical tasks related for water, reclaimed water, and wastewater masterplans, urban water management plans, asset management plans, water supply assessments, risk assessments, flow monitoring reports, etc.
  • Attend meetings to discuss project progress and results.
  • Actively manage assigned projects
  • Assist with business development activities.
  • Archive final deliverable documents – reports, models, and associated tools.
  • Maintain updated hydraulic models of each utility system.
  • Create technical documents and presentations.
  • Present technical information in a non-technical manner.
  • Communicate effectively, both orally and in writing, and maintain effective working relationships with others.
  • Strong organizational, analytical, and problem-solving skills.
  • Work independently or with minimal instruction.
  • Work efficiently within a predetermined project budget and schedule.
  • Conduct engineering reviews for new water, reclaimed water and wastewater connection/expansion.
  • Coordinate and/or assist with Infiltration Inflow (I&I) studies and projects.
  • See big-picture and recommend pipe network and facilities improvement/expansion opportunities.
  • Coordinate with operations and maintenance personnel to conduct field testing such as sewer pumping station draw-down tests, flow metering, fire hydrant tests, data logging, and other related fieldwork.
  • Apply engineering principles to support water and sewer planning, design, and construction.
  • Develop scope of work and manages moderately complex projects, including studies and designs completed by consultants.
  • Administer construction contracts for water and sewer facilities of moderate complexity. Examples include water main and sewer construction or replacement, booster station and pump station improvements, and plant upgrades.
  • Manage condition assessment and rehabilitation projects for water and sewer utilities. Coordinates with operations and maintenance personnel to define project needs.
  • Represent the County in public hearings, meetings, and conferences as directed.
  • Assist with engineering reviews for new residential and commercial water and sewer connections.
  • Utilize spreadsheets, databases, and word processing to prepare analyses, reports, plans, specifications, and general correspondence.
  • Must be proficient in Microsoft Office Suite.

What Do You Need?

 

Experience:  Computer hydraulic modeling of utility networks, linear utility design, and municipal lift station design experience.

Degree:  Civil Engineering or other relevant engineering discipline.

Licensure:  Professional engineering license from the State of Florida (or ability to obtain within 6 months of hire through reciprocity/comity).
 

  •       Bachelor’s Degree, Licensure, and at least 4 years as described above.

  •        Master’ Degree, Licensure, and at least 2 years as described above.

  •        An equivalent combination of training and experience.

  •        Hydraulic Model Training and certification in WaterGems or PCSWMM is required.

  •        Valid Florida Driver’s License is required.

  •        Experience with asset management software such as Cityworks) and ArcGIS required.
     

Highly Desirable:

  •        Project management experience.

  •        Experience in master planning of utilities systems.

  •        Hydraulic Model Training and certification in both WaterGems and PCSWMM.

  •       3 - 10 years of related experience in water and wastewater master planning tasks related to but not limited to: water and sewer analysis, flow factor development and projections, business risk calculations, alternative analysis, cost estimations, alternatives scenario analysis, fire flow analysis etc.

  •        Proficient with various hydraulic modeling tools including PCSWMM and WaterGEMS, and other equivalent software.
