Contract Services Specialist I

Location: 509 East Ave S., Clearwater 

Performs highly responsible accounting and contract work involving all phases of contract preparation, monitoring, and reporting; responsible for managing the full life cycle of a portfolio of contracts within the Construction & Property Management (CPM) Department; supports multiple divisions within CPM, including Real Property & Asset Management, Facilities Operations, and Construction Services; ensures compliance with procurement policies, facilitates contract modifications, and serves as a liaison between vendors and CPM to resolve invoice discrepancies and enhance contract performance; assists with budget development and provides critical contract usage data to support purchasing decisions; assists in the development of procedures or techniques to meet the specialized needs of the department and training departmental employees in the application of same; performs project cost reporting, departmental procurement activities, and contract management.

What Would you Do?

  • Administer and manage the life cycle of assigned contracts, ensuring compliance with county policies and regulations.
  • Provide contract usage information to the Purchasing Department for shared-use contracts.
  • Process contract modifications, including amendments, extensions, and renewals.
  • Serve as a point of contact for vendor management, addressing contract performance issues and resolving invoice discrepancies.
  • Collaborate with division leaders to understand contract needs and provide strategic contract management support.
  • Maintain accurate contract records, ensuring proper documentation and tracking of key contract milestones.
  • Assist with the development of budgets related to contracts and procurement activities.
  • Analyze contract data to identify cost-saving opportunities and improve efficiency.
  • Ensure timely execution and administration of contracts, including monitoring compliance with contractual obligations.
  • Support internal audits and reporting requirements related to contract administration.
  • May perform routine data or word processing operations which include encoding, entering, and retrieving data or working with statistical packages or programs;
  • Performs other related job duties as assigned.

What Do You Need To Have?

Education and Experience:

Four (4) years of experience in basic accounting, purchasing, procurement, or project cost control work; or an Associate’s degree emphasizing accounting or business administration and two (2) years of experience in work listed above; or a Bachelor’s degree in accounting, business administration, public administration, finance, or related field; or an equivalent combination of education, training, and/or experience.  

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Knowledge, Skills and Abilities

  • Strong understanding of contract management principles, procurement policies, and governmental purchasing regulations;

  • Excellent analytical and problem-solving skills;

  • Ability to interpret and apply contract terms and conditions;

  • Knowledge of purchasing issues, processes, and documents;
  • Strong communication and negotiation skills to work effectively with vendors and internal stakeholders;
  • Proficiency in contract management software and Microsoft Office Suite (Excel, Word, Outlook);
  • Ability to apply basic computer applications and software;
  • Ability to analyze transactions and to make adjustments as necessary to maintain the integrity of a cost accounting system;
  • Ability to develop and maintain project schedules using construction scheduling software;
  • Ability to produce contracts, reports, and charts using specialized software;
  • Ability to effectively and appropriately interact with individuals at all occupational levels inside and outside of the assigned department;
  • Ability to plan, organize, train, and supervise the work of others.
