Pinellas County’s Transportation Capital Improvement Program (CIP) is stably funded by the Penny for Pinellas sales tax and 9th cent gas tax which offers an exciting opportunity to develop a diverse and interesting portfolio of projects in one of the most beautiful yet most densely populated areas in Florida. The County is seeking a motivated and collaborative engineering manager with effective communication skills to lead the planning, development, and management of the county’s Transportation Capital Improvement Program (CIP). The Transportation CIP Section Manager ensures projects are completed on time and on budget, is collaborative with all stakeholders, follows project management best practices, guides and mentors staff, and resolves barriers to program and employee success. As part of the Pinellas County Public Works team you will report to the Capital Improvements Division Director and help advance our vision to be Florida’s leading public works agency in operational sustainability, enhanced quality of life, and effective stewardship of our infrastructure and natural environment.

This is a professional engineering position responsible for the planning, design, and management of the transportation CIP and related studies within the Public Works Department Capital Improvements Division. The position includes working with internal teams of varying departments and managing internal and consultant design teams for project development, quality analysis, alternatives determination and design. The position assists with prioritizing, scheduling and budgeting of projects consistent with County and Public Works strategic plans and goals and includes coordination with internal and external stakeholders. The position requires understanding of roadway, bridge, ITS/ATMS, complete streets, intersection improvements, pavement management, and other transportation systems as well as best management practices in project management, engineering design practices, and regulatory requirements. This position works closely with the Transportation and Stormwater Divisions to prioritize and rank CIP projects for implementation and typically provides project coordination throughout construction to the Construction Division.

 

What Would You Do?

  • Manages Section staff, plans and direct the work of professional staff and maintain effective working relationships with the staff, other departments, partner organizations, and the public.

  • Directs staff in the development of projects and implementation of the approved transportation capital improvement plan.

  • Develops solutions to operational and community transportation issues.

  • Prepares budgets, schedules, quality standards and work breakdown structures for projects.

  • Reviews procurement documents, coordinates bidder inquiries, and reviews the analysis of bid submittals. 

  • Leads the development of studies, reports, and design plans and ensures QA/QC of work performed.

  • Trains, motivates, and empowers staff while holding all accountable to meet performance goals.

  • Establishes goals, objectives, and accountability mechanisms for direct reports.

  • Leads and/or participates on the County’s Portfolio Project Management Team and ranking committees to determine project goals, budget, schedule, and priorities.

  • Addresses civic organizations or other public or private groups on subjects relative to Section projects.

  • Recruits and hires staff, evaluates performance, coaches and mentors, and manages disciplinary actions pursuant to County Human Resources rules.

What Do You Need To Have?

Experience - progressively responsible technical, professional, and administrative functions in business administration, project management, civil engineering, or related field that includes 4 years performing project manager tasks with leadership experience managing major transportation capital improvement project (CIP) initiatives, strategic planning, and implementation of complex transportation projects in combination with 2 years of organization leadership or supervisory experience.

Education – engineering degree and Professional Engineering License from the state of Florida (or another State with the ability to obtain a Florida license within 6 months of hire.)

  • Bachelor’s degree as described above and 10 years of experience as described above; or

  • Master’s degree as described above and 8 years of experience as described above; or

  • PhD degree as described above and 6 years of experience as described above.

Additional Requirements

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

 

Highly Desirable

  • 4 years of leadership experience managing 5 employees or more.

  • Government experience in managing a transportation capital improvement plan with budget greater than $1 million.

  • Experience in development and implementation of project management systems.

  • Experience in working with Florida regulatory agencies including Department of Transportation, Department of Environmental Protection, and Water Management Districts.

  • Knowledge of engineering practices and principles related to short and long-term planning, design, construction, operation and maintenance of transportation systems.

  • Ability to assist in the development of multimillion-dollar capital improvement plans over a multiyear period and implement through establishing appropriate budgets and schedules as well as demonstrating strong leadership with subordinates and team members.
