Affordable Housing Specialist

Location: 440 Court St., Clearwater

Work Schedule: Flexible work schedule with remote options.

The Affordable Housing Development Specialist is a professional position within the Housing and Community Development Department that is primarily responsible for the oversight and implementation of grant funded housing renovation projects implemented through the Pinellas County Home Repair program. The program provides financial assistance to income eligible homeowners for major home repairs including disaster recovery construction activities. Responsibilities include communicating program information to potential applicants, reviewing funding assistance applications, determining applicant eligibility, coordinating home repair construction activities and oversight, and approving payments. 

This position involves complex, technical and analytical work that requires knowledge of affordable housing assistance programs, household income documentation methodology, as well as federal, state and local grant programs. Responsibilities include leading others in planning, implementation, and administration of grant funded housing programs.  This position classification encompasses a high degree of technical, creative, and organization responsibility as well as the exercise of considerable independence in the coordination of projects, providing technical assistance to a wide range of citizen's groups and developing solutions to individual or community problems.  This position requires strong project management skills and the ability to work in a team-oriented environment.

What Would You Do?

  • Implementation of major administrative functions such as applicant outreach and community development construction oversight of projects..

  • Maintains thorough and complete project files.

  • Experience implementing grant funded community development and affordable housing projects.

  • Knowledge of HUD household income calculation methodology (Part 5)

  • Identifies and documents housing & community development needs and assists in securing available local resources for successful project implementation and control.

  • Provides direct outreach to a wide range of housing providers and professional organizations and multiple governmental entities to coordinate and effectively implement projects sponsored by the County.

  • Coordinates and plans activities with other governments, departments, citizen groups, and agencies to promote, plan, and implement program and development projects.

  • Participates in the evaluation, planning and development of housing activities.

  • Performs other related job duties as assigned.

 

What Do You Need To Have?

Experience – Advanced technical and professional experience in affordable housing, grant administration, real estate finance, mortgage lending, construction management or community development work as described.

Education – Business, finance, housing administration, public administration, engineering, design, economics, social science, geography, statistics or a related field.

  • 7 years of experience as described above.

  • Associate degree as described above, and 5 years of experience as described above.

  • Bachelor’s degree as described above, and 3 years of experience as described above.

  • Master’s degree as described above, and 1 years of experience as described above.

  • An equivalent combination of education, training and/or experience.

Additional Requirements

  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

  • Other knowledge, skills, abilities, and credentials required for a specific position.

 

Highly Desirable

  • Experience implementing grant funded community development and affordable housing projects and programs.

  • Construction project management experience.

  • Knowledge and experience of commercial and residential lending practices.
