Nature of Work:

This is advanced-level professional, supervisory work involving planning, coordinating, implementing, directing, monitoring, and promoting site water management and treatment programs following applicable regulations and permits and County policies. This position is responsible for the direction and coordination of activities relating to water or wastewater treatment plant operations, monitoring, maintenance, and/or repair of pumps, motors, treatment systems, generators, and related support systems, lift stations and switch gear, flow meters and chemical feed systems and overhead cranes, and collection and processing of a variety of samples. Responsibilities include coordination of programs and activities with federal and state agencies, municipalities, and other agencies; research, long-range planning, and evaluation of programs to the County’s goals and objectives; and data collection, statistical tabulation, preparation, and presentation of comprehensive reports. Responsibilities also include supervision and development of staff. Employees in this class oversee and manage contracts and prepare and monitor budgets. Work is performed with considerable initiative and independent judgment in interpreting and applying federal, state, and local laws, rules, regulations, and guidelines governing water management and treatment.

What Would You Do?

  • Manages and leads assigned programs and staff.

  • Facilitates staff professional development.

  • Plans and directs the safe and efficient operation and preventive and corrective maintenance of the Industrial Water Treatment Facility (IWTF) and water conveyance system of the Bridgeway Acres landfill and post closure Toytown landfill.

  • Monitors available water supply and communicates and coordinates with Waste-to-Energy (WTE) facility staff on WTE water needs and availability.

  • Monitors and maintains appropriate IWTF chemical and part inventory levels.

  • Plans and develops procurement initiatives for IWTF consultants and contractors.

  • Manages and administers IWTF contracts, including reviewing and inspecting work, evaluating performance, and approving invoices.

  • Directs and manages large construction and operating projects and contracts relative to the IWTF.

  • Maintains accurate and complete IWTF operations, maintenance, and laboratory data records.

  • Develops program budgets, reviews standard operating procedures and tracks IWTF work plans and metrics.

 

What Do You Need To Have?

  • High School diploma or an acceptable equivalency diploma (GED); and nine (9) years of progressively responsible work experience in water treatment or other solid waste program management that includes two (2) years of supervisory experience; or
  • Bachelor’s degree with major course work in environmental management, physical, natural or biological science, engineering, public or business administration, or a related field and five (5) years of experience as described above; or
  • An advanced degree in a related field may be substituted for up to two (2) years of required work experience, but it must include one (1) year in supervising personnel responsible for supervising solid waste/landfill/recycling management programs; or
  • An equivalent combination of education, training and/or experience.

 

Licensure / Certifications:

  • Federal Emergency Management Administration (FEMA) Incident Command System (ICS) 100, 200, and 700 certifications within six (6) months of hire.

  • Florida Department of Environmental Protection (FDEP) Solid Waste Spotter Certification within one (1) year of hire.

  • Florida Driver’s License.

  • Forklift Certification within six (6) months of hire.

  • Hazardous Waste Operator and Emergency Response (HAZWOPER) certification as outlined in 29 CFR 1910.120 within six (6) months of hire.

  • Occupational Safety & Health Administration (OSHA) 30-hour General Industry certification within one (1) year of hire.

 

Highly Preferred:

  • College Degree

  • Bilingual

 

Knowledge, Skills, and Abilities

  • Knowledge of the principles, practices, and methods of operation and maintenance of wastewater treatment facilities.

  • Knowledge of national, state, and local ordinances, rules, and regulations relating to water treatment and the ability to enforce them.

  • Knowledge of recent advances in water treatment.

  • Knowledge of budgeting and accounting principles, practices, and procedures.

  • Ability to present ideas and findings clearly and concisely in written, oral, or graphic form.

  • Ability to develop bid/proposal specifications; knowledge of bidding/Request for Proposal procedures with the ability to develop, write, negotiate, and administer contracts.

  • Ability to develop, conduct, and participate in research studies, analyze information, and formulate recommendations based on studies.

  • Ability to research, compile and analyze statistical data and submit comprehensive technical reports.

  • Ability to apply related technical knowledge to specific administrative and technical problems.

  • Ability to supervise and coordinate
