This is specialized professional and technical field and office work, with lead worker responsibility and delegated supervisory responsibility, in the operation of the Household Hazardous Waste (HHW) programs, including, but not limited to, the HHW Center and Household Chemical Collection events. Responsibilities involve work with known and unknown chemicals. This position is responsible for ensuring compliance with environmental regulations and permits. Predominant duties may involve direction and coordination of activities relating to the HHW Center and contractor oversight.   This work requires a high level of precision and accuracy to ensure safety and regulation compliance. Employees in this class are responsible for researching and understanding Department of Transportation (DOT) requirements, Occupational Safety and Health Act (OSHA) compliance, HAZWOPER regulations and Florida Department of Environmental Protection (FDEP) regulations. This position may also assist in the planning, budgeting, and management of the HHW programs.   

Work Location: Pinellas County Solid Waste's Household Hazardous Waste Facility, 2855 109th Avenue North, St. Petersburg, FL 33716

Work Schedule: Schedule:6:45am to 5:15pm, Saturday work required

 

What Would You Do?

  • Assists and informs supervisor and manager during the budget development process. 

  • Assists in the development and continuous improvement of educational materials provided to residents by the Department. 

  • Assists with Cityworks workflow development, review, and updates. 

  • Assists with HHW Contingency Plan development, annual review, and updates. 

  • Leads new employee training. 

  • Assists with Standard Operating Procedure (SOP) development, review, and updates. 

  • Attends trainings, webinars, and meetings to ensure continuous education and understanding of regulations. 

  • Conducts assigned QA/QC of HHW-related Cityworks Work Orders. 

  • Conducts chemical bay storage and compatibility checks for compliance with rules, regulations, and contracts. 

  • Coordinates and tracks Certificates of Recycling and Disposal for all HHW programs. 

  • Coordinates and tracks waste profiles for all HHW programs. 

  • Coordinates annual audits of contractor facilities. 

  • Creates, distributes, and monitors weekly and monthly staff duty lists. 

  • Delegated supervisory responsibilities, except personnel matters, in absence of Solid Waste Program Supervisor. 

  • Generates and tracks necessary Service Requests in Cityworks for HHW Center. 

  • Leads HHW Center daily operations. 

  • Oversees contractor services at HHW Center. 

  • Performs other related job duties, as assigned. 

  • Supports Solid Waste Technician(s), as needed. 

 

What Do You Need To Have?

  • A High School diploma or an acceptable equivalency diploma (GED) and  six (6) years relevant experience in the assigned field of solid and hazardous waste management; or 
  • Bachelor’s Degree with course work in chemistry or other environmental science and two (2) years relevant experience in the assigned field of solid and hazardous waste management; or 
  • A Master’s degree with major coursework in environmental management, urban planning, public or business administration, engineering, or a related field and one (1) year relevant experience; or
    • An equivalent combination of education, training and/or experience. 

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

 

Licensure / Certifications:

  • Department of Transportation (DOT) Hazardous Materials certification within six (6) months of hire.  

  • Florida Commercial Driver’s License “B” within six (6) months of hire. 

  • Florida Department of Environmental Protection (FDEP) Solid Waste Spotter certification, as available. 

  • Forklift Certification within six (6) months of hire. 

  • Hazardous Waste Operator and Emergency Response (HAZWOPER) 40-hour certification within six (6) months of hire or 8-hour HAZWOPER Refresher Training within one (1) year of hire. 

  • National Incident Management System (NIMS) 100 and 700 Training within six (6) months of hire. 

  • Occupational Safety & Health Administration (OSHA) 10-hour General Industry certification within one (1) year of hire.
