Performs highly responsible managerial, administrative, and technical work managing the operations of the Enterprise Asset Management (EAM) and Work Management Section in Public Works; manages and coordinates the day-to-day operations of the section; works with upper-level management on critical issues and organizational policies; makes important procedural and operational recommendations to management to ensure maximum management efficiency. This position is a central figure in advancing the Asset Management Program using innovated technology-based solutions, complex approaches and implementing, maintaining, and upgrading software throughout the Public Works Department.
This position performs and oversees the professional, technical, and analytical work as it relates to Sharepoint, Microsoft Teams, asset management systems (Cityworks), geographic information systems (GIS), technical research, training, processes, and quality assurance. The analytical responsibilities emphasize utilizing our Enterprise GIS, work management, and other data resources to support the overall Public Works Department. This position reports to the Customer and Technical Services Division Director.
This position will also be essential in support of the annual budget process, including tracking existing technology assets, coordinating technology replacement, software needs, and anticipating future technology needs and costs. The incumbent is responsible for overseeing the development, coordination, and implementation of work standards, methods and process improvements and the overall assessment, testing and evaluation of procedures and practices in assigned areas and serves as the departmental expert.
What Would You Do?
Serve as department’s Asset Management Program Administrator liaison between Business Technology Services (BTS), the Office of Technology & Innovation (OTI), Enterprise Departments and Office of Resiliency and Asset Management (ORAM).
Coordinate the purchase of and track existing asset management technology assets including hardware and software.
Manages and performs spatial and data analyses, develop infographics and dashboards to advance our asset management direction.
Oversees and coordinates asset management initiatives in support of CIP and operations.
Manages basic and complex application/database support for divisions within Public Works, including but not limited to GIS, Cityworks, Sharepoint.
Oversees and aids with technology issues throughout the Department as needed.
Manages and oversees the departments asset management program’s related systems, business process, analytics, and projects.
Identifies and supports new concepts and approaches for addressing changing business needs, process improvements for increased efficiency, improved productivity, enhanced data accuracy, and greater program capabilities.
What Do You Need To Have?
Valid Florida Driver's License at time of hire.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Education - degree in information technology, engineering, environmental science, economics, health science, math, chemistry, physics, public administration or subject directly related field.
At least 8 years of experience as described above; or Associate degree as described above at least 6 years of experience as described above; or
Bachelor’s degree as described above and at least 4 years of experience as described above; or
Master’s or higher-level degree and at least 2 years of experience as described above; or
An equivalent combination of education, training, and/or experience.

Knowledge and experience with identifying, developing and implementing policy and procedures.
Knowledge of the principles, practices, and procedures of public and business administration, as applied in a large organization
Knowledge of budget and accounting principles, practices, and procedures, as applied in a large organization.
Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments;
Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups;
Ability to interact effectively, establishing good working relationships with staff, other County organizations, agencies, state officials, consultants, contractors, and the public;
Ability to plan, supervise, and coordinate technical and administrative programs;
Ability to plan and direct the work of a staff of professional and support employees and maintain effective working relationships with the staff, other departments, and the public;
Ability to work with minimum supervision under broad guidelines and obtain, analyze, summarize, and maintain asset management data and records.
