Currently our Transportation Division is seeking an individual with experience in Site Development, Right-of-Way design and inspections.  This position will provide permit review and field inspections. This position will include coordination with Public Works, Development Review Services, engineers, developers, utility providers and contractors to ensure compliance with the Pinellas County Land Development Code and all other regulatory standards.

 

Work Schedule: Monday - Thursday, 6:30 AM - 5:00 PM

 

 

What Would You Do?

  • Inspects moderately complex road construction, checks plans for proposed construction, confers with builders to ensure county standards are met, and makes written reports;
  • Interprets specifications to clarify intent and prepares and maintains inspection reports;
  • Assists contractors and engineers in interpreting County standards and specifications, checks layout and grades of structures or materials;
  • Reviews site plans with contractors prior to construction and inspects work for compliance with approved plans, specifications, and requirements;
  • Inspects utility installations to determine compliance with approved permits and plans including telephone, television, electricity, potable water, reclaim water, gas, traffic signal, traffic control system and sewage or storm sewer piping;
  • Acts as liaison between designers and contractors for building projects, reviews plans and specifications to ensure accuracy in construction;
  • Provides assistance with existing field conditions in event of emergency breaks or needs;
  • Issues Red Tags for unpermitted or incorrect work;
  • Coordinates field inspections with Code Enforcement Officers to help in the education and enforcement of the Land Development Code;
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Florida Driver’s License is required.
  • Performs other related job duties as assigned.

Field Inspector I

  • Two (2) years of experience in public works, utilities, or building construction that requires the candidate to demonstrate and apply occupation related technology including computer applications and software to complete regular and special assignments, which includes regulatory compliance with permits for environmental and right of way utilization; or 

  • An equivalent combination of education, training, and/or experience.  

Field Inspector II

  • Four (4) years of experience in public works, utilities, or building construction that requires the candidate to demonstrate and apply occupation related technology including computer applications and software to complete regular and special assignments, which includes regulatory compliance with permits for environmental and right of way utilization; or 

  • An equivalent combination of education, training, and/or experience.  

 

Highly Desirable

  • Working knowledge of Microsoft Office, Word, Excel and PowerPoint for report and presentation preparation.

  • Excellent communications skills – orally and in writing, public speaking.

  • Ability to establish and maintain effective working relationships with citizens, municipalities, law enforcement agencies, co-workers, other Divisions within the County, Engineers, Developers, elected officials, etc.

  • Specialized certifications related to engineering studies or traffic signal operations and maintenance. 

  • Candidate to demonstrate more advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively, after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.

 

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of civil and traffic engineering;
  • Knowledge of the Pinellas County Land Development Code, Pinellas County Transportation Design Manual, Pinellas County Stormwater Manual;
  • Knowledge of the Florida Greenbook, Florida FDOT Design Manual (FDM), FDOT Design Manual and the Manual of Uniform Traffic Control Devices (MUTCD);
  • Knowledge of Americans with Disabilities Act (ADA) and Public Right-of-Way Accessibility Guidelines (PROWAG);
  • Knowledge of the principles and practices related to traffic control systems and signal timing;
  • Knowledge of the principles, techniques and practices of topographic or hydrographic surveying, land surveying and traffic engineering;
  • Knowledge of modern development, current literature and sources of information on public works design, construction, operations and maintenance;
  • Obtain or possess an Intermediate or Advanced FDOT Temporary Traffic Control (Maintenance of Traffic) certificate within one (1) year.
  • Obtain or possess a Stormwater Erosion and Sedimentation Control Inspector certificate.
  • Ability to work with minimum supervision under broad guidelines and obtain, analyze, summarize and maintain transportation systems technical engineering data and records;
