Justice System Support Application Analyst

Location: 400 South Fort Harrison Ave, Clearwater and Remote
 

Schedule: Traditional work schedule with some flexibility, mostly remote, with some in office work. Fulfill on-call afterhours application support on a rotation basis with team.

The Enterprise Business Applications Services Division is seeking a knowledgeable and solutions-oriented Justice Systems Support Analyst to join our team. This position serves as the first line of support for Justice-related enterprise applications, primarily responsible for providing functional user support, investigating and resolving reported performance issues, and coordinating with technical teams when necessary. 

As a Support Specialist, you will work closely with business units, project managers, and other stakeholders to understand operational needs, ensure application stability, and assist in implementing configuration changes required by regulatory or statutory updates. Your role will include maintaining system integrity, assisting with testing efforts, supporting upgrades, and ensuring applications continue to meet business and compliance requirements. 

This role is ideal for a professional who excels in problem-solving, communication, and collaboration—someone who can translate business needs into actionable support strategies and contribute meaningfully to continuous improvement efforts within a justice systems environment. 

Application & End User Support 

  • Serve as the first line of support for the Enterprise Justice Application and related programs, responding to incidents, service requests, and user-reported issues in a timely and professional manner. 

  • Reproduce, diagnose and resolve issues related to application functionality, data entry, navigation, reporting, integrations, and performance. 

  • Collaborate with technical teams to analyze, document, and resolve complex problems, escalating to development teams or vendors when appropriate. 

  • Monitor application health, scheduled jobs, and system logs to proactively identify potential issues before they impact operations. 

  • Provide user training, support documentation, and guidance to improve adoption and effective use of the system. 

 

Documentation and Knowledge Sharing 

  • Maintain and update knowledge base articles, support documentation, and runbooks to promote consistency and efficiency. 

  • Create and maintain clear, comprehensive documentation for system configurations, business processes, technical specifications, and support procedures related to the Enterprise Justice Application. 

  • Document issue resolutions, change requests, and enhancements in a centralized knowledge base for future reference and team learning. 

  • Ensure documentation is regularly updated to reflect system changes, policy updates, and evolving business needs. 

  • Share knowledge and best practices with team members, IT staff, and stakeholders to promote consistent service delivery and informed decision-making. 

  • Contribute to cross-training efforts and participate in onboarding of new analysts or support staff by providing documented resources and hands-on guidance. 

 

Compliance and Security 

  • Administer user access to the Enterprise Justice Application, including account provisioning, deactivation, role-based permissions, and document-level security. 

  • Process access and security requests in accordance with defined best practices and policies, ensuring timely, auditable, and accurate resolution. 

  • Maintain accurate records of user roles, access requests, approvals, and changes for auditing and compliance tracking. 

  • Ensure application configurations, data handling practices, and system integrations comply with applicable laws, regulations, and internal policies related to criminal justice information (e.g., CJIS, HIPAA, local/state standards). 

  • Collaborate with security and compliance teams to identify and mitigate risks related to data access, transmission, storage, and user authentication. 

  • Monitor system activities and user access levels to ensure adherence to role-based security protocols and confidentiality requirements. 

  • Support audits and reviews by providing documentation on user access, system configurations, and incident response procedures. 

  • Assist in implementing security patches, encryption standards, and incident response protocols in coordination with IT security teams and vendors. 

  • Educate end users and stakeholders on security best practices and compliance obligations when using the Enterprise Justice Application. 

 

Testing & Validation 

  • Partner with the QA Team, business teams and vendors to design, document, and execute test plans for new features, configurations, integrations, and upgrades. 

  • Coordinate and support user acceptance testing (UAT) to ensure solutions meet functional and business requirements. 

  • Track and document defects, inconsistencies, and test results; ensure timely resolution with developers or vendors. 

  • Validate data accuracy, workflows, interfaces, and security controls during testing and regression cycles. 

  • Maintain detailed records of testing outcomes and support deployment readiness decisions.

 

Stakeholder Engagement & System Analysis 

  • Partner with end users, department stakeholders, and technical teams to understand functional and technical requirements for the Enterprise Justice Application. 

  • Participate in meetings and workshops to elicit feedback, gather input on system issues or enhancements, and prioritize solutions 

  • Translate stakeholder needs into actionable system updates, tickets, or development tasks, ensuring clear communication with developers and vendors. 

  • Facilitate meetings, provide status updates, and manage expectations throughout the lifecycle of requests or reported issues. 

  • Serve as a liaison between technical teams, end users, leadership, and vendors to ensure alignment on priorities and outcomes. 

 

Solution Consultation & Alignment 

  • Work with the Senior Application Analyst, Solutions Architect, and stakeholders to evaluate proposed solutions for scalability, sustainability, and alignment with technical standards. 

  • Ensure all changes meet Enterprise Justice system requirements, including compliance, usability, and operational efficiency. 

  • Review designs to confirm feasibility

 

Application Development Support 

  • Collaborate with developers to troubleshoot bugs, performance issues, and integration errors related to in-house or vendor-managed code. 

  • Provide business process insights, functional requirements, and validation feedback to support development activities. 

  • Participate in design discussions and ensure alignment between technical implementations and user needs. 

 

Continuous Improvement 

  • Stay current with industry trends, best practices, and emerging technologies to continuously improve justice related processes and software solutions. 

 

What You Need To Have 

Education and Experience 

  • Professional experience in application analysis, business analysis, or a related role, with a strong focus on custom software development, or equivalent government or public sector applications for (6) years which includes customer service; or 

  • an Associate’s degree in Computer Science, Information Technology, or related field and five (5) years of experience as described above; or  

  • Bachelor’s degree in Computer Science, Information Technology, or a related technical field and (3) years of experience described above; or 

  • Master’s or higher degree in Computer Science, Information technology or related field, and (1) year of experience as described above; or 

  • An equivalent combination of education, training, and/or experience. 

  • Experience working in a public sector environment is strongly preferred.  

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. 

     

Preferred Certifications 

  • IT-related certifications such as ITIL. 

 

Knowledge, Skills, and Abilities 

  • Proficiency in business analysis tools and techniques. 

  • Experience with custom application platforms and development frameworks (e.g., .NET, Java, Python). 

  • Familiarity with software development methodologies (e.g., Agile, Waterfall). 

  • Basic knowledge of SQL queries and XML. 

  • Knowledge of integration and API development. 

  • Analytical Skills: Strong analytical and problem-solving abilities to identify business needs and develop effective custom solutions. 

  •  Communication Skills: Excellent verbal and written communication skills, with the ability to convey complex information to both technical and nontechnical stakeholders. 

  • Interpersonal Skills: Strong interpersonal skills to build relationships with stakeholders and work effectively within a team. 

  • Organizational Skills: Exceptional organizational skills and attention to detail, with the ability to manage multiple tasks and priorities.
