Palau Program Manager

POSITION SUMMARY - This position is based in Koror, Palau

The Palau Program Manager oversees conservation-related programs and projects. They manage a diverse set of activities and work to ensure that program outcomes and goals further Conservation International’s (CI’s) human development and conservation priorities as identified in the CI Palau Country Strategy. Duties include developing and implementing program/project and conservation strategies, project management, technical oversight, monitoring, and capacity building. They will ensure compliance with CI policies, program and funding agreements, and local requirements.

Specifically, the Program Manager will oversee the implementation of a new project funded by the New Zealand Government ManaakiFund, entitled “Strengthening climate resilience of communities and marine ecosystems in Palau through sustainable community-based aquaculture initiatives.” In this capacity, the Program Manager will lead on program delivery, monitoring, and reporting of the project. They work across CI to build strong relationships to advance program initiatives. They represent CI and work to build alliances with community and external stakeholders who are critical to program success.

The Program Manager supports the program’s financial well-being by playing a role in identifying program funding sources and developing and managing funding relationships with partners and prospects. They work with program and HQ staff on proposals and funding initiatives. This position does not manage staff. They work under general direction.

RESPONSIBILITIES

• Develop program and project strategies, objectives, work plans, and metrics.
• Monitor, measure, and provide periodic progress and metric reports.
• Ensure compliance with CI policies, funding agreements, and local requirements.
• Identify capacity-building needs and support efforts to address capacity gaps.
• Promote information sharing. Build stakeholder understanding and support by developing fact sheets, statistics, and related communication materials when needed. Hold conferences and other events to share best practices and lessons learned.
• Effectively engage stakeholders including donors, government and NGOs, technical colleagues, and other partners important to program success.
• Represent the organization externally and serve as a trusted point of contact for CI.
• Identify opportunities for program growth and development.
• Support program financial sustainability by identifying funding opportunities. Partner with CI and HQ staff on funding proposals and contribute to regional/global fundraising efforts.
• Perform related duties as assigned.

Additional Responsibilities

• Managing projects in addition to contributing to the development of programs and projects for CI Palau.
• Ensuring quality information management for the CI Palau Country
• Programs including meta-data and monitoring data and keeping up-to-date and accurate files with key documents for all projects.
• Collaborate with the rest of the CI Palau Country team and the Asia-Pacific Field Division to support cross-regional thinking, sharing, and delivery at best-in-class levels.

WORKING CONDITIONS

• Occasional travel of 20% or more as needed.
• Ability to work in remote locations or under difficult working conditions.
• Guidance on flexible work arrangements will be shared during the interview process.

Required

• Bachelor’s Degree and 4- 6 years or more of related work experience.
• Program or project management experience, preferably in the conservation, NGO, advocacy, or related for-profit arena.
• Strong technical and analytical skills.
• Strong organization and time management skills.
• Team player and able to work effectively with diverse working groups in a multicultural environment.
• Excellent written and verbal communication skills.
• Success in influencing and partnering with key stakeholders and raising funds.
• Proven ability to multitask and meet priorities. Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
• Fluency in Palauan and English required

Preferred

• Proven ability to understand and work well at all levels within Palau’s cultural context. 
• Strong leadership and diplomacy skills.
