The Office of Water Prediction (OWP) is an organization that includes physical locations in Alabama, Maryland, and Minnesota. OWP collaboratively researches, develops, and delivers state-of-the-science national hydrologic analyses, forecast information, data, decision-support services and guidance to support and inform essential emergency services and water management decisions.

Position Description
Will work with a small team of administrators supporting OWP. Will provide system administration to approximately 500 Linux servers and /workstations and servers (Red Hat based to maintain alignment to the AWIPS configuration baseline), Laptops and other mobile devices such as iPads are used frequently. System administration will be provided for workstations, servers, storage devices, printers, and PCs installed throughout the OWP, remote centers, and other NWS locations as required. Ensure all configurations are secure and based on standards provided by NIST, and related FISMA IT security directives, policies, and guidelines. Specific duties include:

  • Install hardware components and system software
  • Install in-house and Commercial Off-the-Shelf (COTS) software
  • Perform housekeeping functions, including the deletion of orphaned processes, backing-up critical files and maintaining recovery processes
  • Troubleshoot and resolve system hardware and software problems
  • Maintain Domain Name Services (DNS) and Lightweight Directory Access Protocol (LDAP) databases and Microsoft's Active Directory to include maintaining a forest level domain
  • Interface with vendor technical personnel in providing problem resolution
  • Support the OWP ITSG IT Service Management (ITSM) Help Desk utilizing automated ITSM applications, currently Samanage and VLAB.
  • Provide email support including account creation and end-user instruction
  • Provide in-house technical training as required
  • Assist in the maintenance of system-level IT security procedures, and ensure all systems meet current FISMA System accreditation categorizations (currently FISMA Moderate)
  • Monitor and support the processes, which move and manipulate environmental data throughout the computing environment
  • Attend and actively participate in scheduled meetings
  • Accurately diagnose technical problems/situations
  • Support system switches from primary to backup systems, as required
  • Provide assistance with network security problems as required
  • While on duty, act as the point of contact for NOAA's Computer Incident Response
  • Team (NCIRT) and notify the appropriate NOAA personnel whenever a computer security incident occurs
  • Install hardware and software components
  • Perform housekeeping functions, such as backing up critical files and provide backup verification, as required.
  • Maintain identification and authentication servers (ICAM)
  • Maintain secure network protocols including HTTPS, sFTP, FTPs, SMTP, LDM, and others as required
  • Maintain DHCP servers
  • Maintain Domain Name Services (DNS) databases
  • Provide MS-Windows Active Directory services with DNS
  • Monitor system logs and activity on all servers and devices using automated applications, current CheckMK and Scrutinizer. Additionally monitor all inbound and outbound Internet traffic and diagnose and correlate issues as required.
  • Collaborate with other staff engaged in similar functions and solve various hardware and software problems
  • Clearly communicate issues and resolutions to all levels of the organization
  • Perform training sessions and outreach activities as required.
  • Apply upgrades and patches to operating systems and applications software and maintain records of all software version levels
  • Allocate storage space to projects. Troubleshoot and fix disk I/O issues. Manage disk quotas. Implement efficiencies and optimize disk storage. Plan for storage capacity increases. Identify and track trends in storage usage.
  • Recommend when upgrades are needed.

Required Skills
6 + years system administration experience. Must have experience with Linux/Unix system administration. Experience with Red Hat. Must have good written and verbal communication skills.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

BS in Computer Science, related degree, or equivalent.
