Seeking someone to be a part of the NOAA's Northeast Fisheries Science Center (NEFSC). You will generally be responsible for the following:

  • Provide support services in conjunction with the existing NEFSC Local Area Networks (LANs) and Wide Area Network (WAN) infrastructure, which includes 5 geographically dispersed sites. LAN and WAN topography consists of Cisco and additional network products.
  • Install, configure, maintain and optimize network servers, hubs, routers, and switches.
  • Provide routine and long term management and maintenance of existing, new or replacement software and equipment.
  • Interface with current and potential suppliers of equipment and software that support the LAN/WAN infrastructure.
  • Evaluate and recommend new technologies and suppliers to meet the evolving mission needs of the NEFSC.
  • Develop, institute, and maintain Standard Operating Procedures (SOP) in the areas of Network support and support services function for use by the network team in the ongoing support tasks, throughout the performance period.
  • Performing network maintenance will at times require the contractor to work beyond the regularly scheduled work hours to reduce service disruption to the user community.  (may take place at night or on weekends)
  • Participate in the Change Control Boards by reviewing system change requests and conduct impact assessments.
  • Work closely with the NOAA Network Operations Center (NOC) with regard to layer 2 and layer 3 issues.
  • Coordinate any changes they may have that will affect the NMFS network.
  • Actively analyze LAN and WAN network workload; monitoring network capacity and performance issues and make appropriate recommendations to management.
  • Install, test, maintain, and upgrade network operating systems software and/or ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services.
  • Develop network backup and recovery procedures. Manage the network infrastructure to support VTC services: provide endpoint support using TMS.
  • Monitor the status and progress towards resolution of assigned Incidents
  • Create a comprehensive list of network devices, their support status, and valuable metadata.
  • Create and maintain the Network diagram to include servers, switches, etc. (All layer 2 and layer 3 devices)
  • Provide and leverage a local, read-only, secure tftp server on every lan for OS and config backups.

Required Qualifications

  • Minimum of 4 years of training or
  • Education: Bachelor of Computer Science (B.S.) or Bachelor of Arts (B.A.) Degree (or equivalent).
  • Citizenship: (cleared positions only) 
  • Clearance: Position will require a Public Trust clearance.

Preferred Qualifications

  • CompTIA Network+ Certified or similar or ability to obtain certification within 6 months after start of Task Order.
  • CompTIA Security+ Certified or ability to obtain certification within 6 months o after start of Task Order.
  • Knowledge and experience working with firewalls, routers, switches, wireless, Virtual Private Networks (VPN), Domain Name Systems (DNS) and Dynamic Host Configuration Protocol (DHCP).
  • Must have Network Monitoring experience, this will include both logs and physical monitoring. Must be comfortable with creating SNMP traps, and experience with NetFlow.
  • Knowledge and experience in securing local networks and their components to prevent unauthorized access, misuse and modification.
  • Voice over IP (VOIP) technology.
  • Ability to develop and implement network configuration management plans to create standards, track network changes and provide up to date network documentation.
  • Ability to evaluate and recommend network hardware and software.
  • Ability to install and configure network hardware and apply network software fixes and upgrades.
  • Ability to handle multiple network projects and deadlines with flexibility between tasks.
  • Expert level knowledge and experience in networking.
  • Ability to implement and integrate network security standards set by the NOAA/NMFS/Office of the Chief Information Officer (OCIO) and implemented by NEFSC’s ITD Division.
  • Ability to implement the network system life cycle.
  • Ability to analyze network traffic patterns, monitor performance and perform diagnostics to troubleshoot network problems (e.g., outages).
  • Ability to develop and implement network configuration management plans to create standards, track network changes and provide up to date network documentation.

Other Details

  • Location: 166 WATER STWOODS HOLE MA 02543; and some local travel to one or more of the NEFSC sites (Orono, ME, Woods Hole, MA Area, Narragansett, RI, Milford, CT, and Sandy Hook, NJ).
  • Schedule: Requires on-site work 2 - 3 days per week. Telework allowed when not performing work on-site.
