Position Description
Will support the NOAA NESDIS Program Management Office (PMO) in overseeing the Radio Frequency Interference Monitoring System (RFIMS) project. Will provide technical engineering support in radio frequency spectrum management, LTE, 5G and other wireless communications technologies in the 1670MHz to 1755MHz band. Will utilize systems engineering expertise to assist the RFIMS PMO within a dynamic project management environment. Will perform independent technical (RF engineering or LTE/5G NR wireless communications) and acquisition analysis and provide technical recommendations in the form of reports, white papers, and strategic analysis. Will provide oversight and participate in complex technical studies in cooperation with NTIA ITS on NOAA Earth Station antenna/receiver systems. May participate in review activities as required by government staff.
Required Skills

12+ years of experience in RF technologies and in mobile networks R&D or Engineering.  

  • Knowledge in RF communications concepts such as modulation, link budgets, propagation, coding, channel modeling, filtering, spectral analysis
  • Ability to support Radio Frequency spectrum interference on space to ground communication links and coordinate solution strategies
  • Ability to participate in NOAA ground segment studies to propose cost effective solutions for future RFIMS architecture
  • Experience with commercial, NASA and/or NOAA space systems
  • Experience with cellular telephone communication frequency interference
  • Understanding of the impact of NOAA/NESDIS Met-Sat systems and commercial
  • Advanced Wireless Services (AWS) systems operating in shared spectrum.
  • Ability to conduct analysis to identify and characterize sources of potential RFI to NESDIS-owned and non-NESDIS-owned antenna receive systems, resulting from other Government or non-Government entities operating in adjacent spectrum or sharing the GOES and POES bands.
  • Good understanding of RF antenna design (phased arrays, parabolic dish, feed electronics)
  • Proven ability to write technical reports detailing analytical work, including assumptions, objectives, and explanation of analytical techniques/tools, sources of data, results, conclusions, and recommendations relating to context of the analysis.


  • Proficiency with NOAA/NASA/DoD RF system engineering technology
  • Knowledge of NTIA and ITS Radio Frequency Interference testing framework
  • Knowledge of signal processing concepts such as detection, estimation, array processing, and spectral analysis methods
  • Analytical skills and familiarity with modeling and simulation tools such as Matlab
  • Experience in software configuration management tools (e.g., ARM, DOORS, JIRA, REMEDY)
  • Knowledge of Software Defined Radios (SDR)
  • Ability to lead small teams for analysis and technical development
  • Thorough understanding of 5G cellular requirements and architecture, as well a thorough understanding of 3GPP specifications and 3GPP standards.
  • Experience with 5G NR and other wireless technologies such as 4G/3G, NB-IOT,
  • Good understanding FCC spectrum sharing regulation/policy
  • Understanding of O-RAN requirements and architecture
  • Hands-on test and evaluation experience

Must be a US Citizen or a Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

BS in electrical/electronic engineering, computer science, physics, other related technical discipline, or equivalent. MS preferred.
