Position Description

This position will support the National Oceanic and Atmospheric Administration (NOAA) Office of Habitat Conservation (OHC).  Duties include:

  • Support document collection by gathering necessary documents and references, verifying expenditures, and assembling packages to justify cost documentation reports.
  • Prepare cost documentation reports in approved spreadsheet format for case litigation and submit to senior Funds Management Specialist for Q/A.
  • Support data management by utilizing the Cost Documentation Reporting Module (CDRM) for identifying cost documentation data and the Damage Assessment Remediation and Restoration Tracking System (DARRTS) for input of financial restoration project data.
  • Provide auditing and data verification by documenting errors and recommending corrective action for submittal to the senior Funds Management Specialist for review.
  • Provide administrative support to the OHC’s Human Capital Team for personnel actions, onboarding and offboarding of staff, and year-end performance reviews and ratings.

Required Skills

4 years of related experience in addition to the following:

  • Careful attention to detail and commitment to accuracy.
  • Ability to work in a fast-paced environment with changing priorities. 
  • Experience with Microsoft Excel, Word, and SharePoint. 
  • Strong organizational, multi-tasking, analytical, and critical thinking skills 
  • Excellent communication skills, both oral and written, with the ability to present budget or financial information to varied audiences.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.


  • Knowledge of federal fiscal policies, practices, and budget data management systems. 
  • Prior experience working in a government office and familiarity with government office practices. 
  • Experience with Government Accounting and NOAA systems in particular (MARS and CBS) and SharePoint platform.


BS in Accounting, Business Administration, related discipline or equivalent.
