Working Title: Traffic Operations Section Manager - PE

The County is seeking a motivated and collaborative engineering section manager with effective communication skills to lead the planning, development, and management of the County’s Traffic Operations Section, focusing on increasing transportation safety and mobility, school travel safety, right-of-way permitting, improving and optimizing our roadway network operations, and enhancing travel throughout the County.

The Traffic Operations Section Manager ensures projects, project and permit reviews, and investigations that the section is responsible for are completed on time, monitors the section’s operating budget, is collaborative with all stakeholders, follows and keeps up with traffic engineering and traffic safety best practices, and guides and mentors staff. As part of the Pinellas County Public Works team you will report to the Transportation Division Director and help advance our vision to be Florida’s leading public works agency in operational sustainability, enhanced quality of life, and effective stewardship of our infrastructure and natural environment.

This is a professional engineering position responsible for transportation related functions including traffic engineering, Advanced Traffic Management Systems (ATMS) / Intelligent Transportation Systems (ITS), operational and safety studies, access management, right-of-way utilization permitting, and transportation project development and traffic safety functions within the Public Works Department. The position includes working with internal teams of varying departments, participation on all Project Production Teams, quality analysis, alternatives determination and conceptual design.

The position will assist in prioritizing the transportation capital improvement program and preliminary project development consistent with County and Public Works strategic plans and goals including coordination with internal and external stakeholders. The position requires understanding of advanced traffic management systems, complete streets, right-of-way permitting procedures, as well as best management practices in project management, traffic engineering design practices, and regulatory requirements. This position will be responsible to assist in developing annual operating budgets, project management, and seeking grant funding. This position will work closely with the Florida Department of Transportation, Forward Pinellas, the Pinellas County School Board, the Pinellas County Sheriff’s Office, and local municipalities.

Anticipated hiring range: $87,276.80 - $113,464.00 dependent on qualifications.

Position Specific Requirements

Experience - progressively responsible technical, professional, and administrative functions in business administration, project management, civil engineering, or related field that includes 4 years performing project manager tasks with leadership experience managing traffic operation and traffic safety related initiatives, strategic planning, and implementation of transportation projects in combination with 2 years of organization leadership or supervisory experience.

Education – engineering degree and Professional Engineering certification from the state of Florida (or another State with the ability to obtain a Florida certification within 6 months of hire.)

  • Bachelor’s degree as described above, and at least 10 years of experience as described above; or
  • Master’s degree as described above, and at least 8 years of experience as described above; or
  • PhD degree as described above, and at least 6 years of experience as described above.
  • An equivalent combination of education, training, and/or experience. 

Additional Requirements

  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • 4 years of leadership experience managing 5 employees or more.
  • Experience in development and implementation of traffic safety programs.
  • Experience in working with Florida regulatory agencies including the Department of Transportation.
  • Knowledge of engineering practices and principles related to short and long-term planning, design, construction, operation, and maintenance of transportation systems.
  • Professional Engineering certification from the state of Florida or another State with the ability to obtain a Florida certification within 6 months of hire.
  • PTOE certification.

Illustrative Tasks

  • Plans and directs the work of professional staff within the Traffic Operations Section.
  • Maintains effective working relationships with the staff, other departments, partner organizations, and the public.
  • Manages Section staff through participative leadership, effective communication, and deep practical engineering knowledge as it relates to transportation.
  • Directs staff in the development of transportation / traffic safety projects.
  • Develops solutions to operational and community transportation issues.
  • Leads the development of traffic studies, reports, and conceptual designs.
  • Trains, motivates, and empowers subordinates while holding all accountable to meet performance objectives.
  • Establishes goals, objectives, and accountability mechanisms for direct reports.
  • Participates on the County’s Project Production Teams.
  • Addresses civic organizations or other public or private groups on subjects relative to Section projects.
  • Recruits and hires staff, evaluates performance, coaches and mentors, and manages disciplinary actions pursuant to County Human Resources rules.

Knowledge, Skills and Abilities

  • Knowledge of national, state, county and local codes, statutes, and traffic standards, including the MUTCD, FDOT design manuals, the Florida Greenbook, the County’s Land Development Code, and the County’s Transportation Design Manual.
  • Knowledge of the Florida Statutes as it applies to traffic control authority.
  • Knowledge of traffic engineering concepts, including capacity analysis, operational impacts, crash analysis, and signal timing.
  • Knowledge of traffic concepts, including Vision Zero, Complete Streets, and Road Safety Audits.
  • Skill in communicating, preparing, and making presentations to staff and senior management.
  • Skill in conducting meetings and preparing written documents that concisely convey ideas, plans, or status.
  • Skill and ability in using and operating a variety of office and computer equipment and related software.
  • Ability to assign, instruct, direct, and review the work of assigned technical, professional, and clerical staff.
  • Ability to schedule, review, and evaluate the work of others as to status and development of assigned projects.
  • Ability to effectively collect and analyze complex data and prepare and present comprehensive reports.
  • Ability to read, interpret, and follow procedural and policy manuals related to the job tasks.
  • Ability to establish and maintain effective working relationships with other employees, officials, agencies, and the public.
  • Ability to analyze operational data and develop recommendations for improvements.
  • Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups.
  • Ability to prepare, analyze, and interpret rules/regulations, contract documents, and technical reports.
  • Ability to make sound decisions based on established procedures and resolve issues in a professional manner.
  • Ability to analyze situations quickly and determine proper course of action in the event of an emergency.
