Application Analyst, Business Application Services

Classification Title: Application Analyst, E22

Location: 400 S. Fort Harrison, Clearwater, FL and remote 

Pinellas County Business Technology Services, Business Application Services helps government get things done!!  We are the IT team that works with dozens of organizations in local government to improve the services they provide to the public and internally, including permitting, managing the thousands of assets that helps communities run, getting stray dogs and cats back to their owners, and more. 

Are you a great analyst and have fantastic technical skills?  Do you have a knack for talking to customers and understanding what their business need is?  We need your help!  We have a need to bring in a talented, creative, technical, friendly analyst who is willing to roll up their sleeves and figure out how systems work, suggest, and implement improvements in the configuration, write documentation to help the rest of our team understand how to manage some of our complex systems.  You will be working primarily in on our Accela permitting platform, including the connected applications.  Additionally, you will work closely with Accela users and stakeholders to define goals, establish projects and business processes. You will also be assigned to one or two of any one of dozens and dozens of other systems we support and manage for Pinellas County.  We are a friendly team and mostly work remotely but want to treat each other like our extended family. Essential Job Functions

  • Understands and implements development best practices (SSMS, CSS, HTML5, POWER BI, SSRS, Crystal Reports, etc.)
  • Able to develop professional project artifacts to enable system design, team communication, and project efficiencies: Analysis, Planning, Implementation, Test Script Implementation, Data Visualization, Monitoring/Controls, Troubleshooting/Problem Solving, Documentation, and Service Motivation
  • Organized, prepares and follow-up to management/supervisor for project plans/schedules, and outlines requirements, tasks, work assignments, resources, and critical milestones.
  • Has the ability to see things not as they are, but as they can be and is able to influence others to translate vision into actions and meaningful contributions that drive performance to higher level of effectiveness and productivity
  • Identifies and analyzes complex problems; distinguishes between relevant and irrelevant information to make logical decisions; provides solutions to individual and organizational problems
  • Work very well with team as well as independent, take responsibility your own assignments and projects
  • Makes and delivers informal and formal presentations, both verbally and in writing, to peers, managers, and customers at various levels of the organization using clear, concise, and effective communication.
  • Performs other related job duties as assigned.

Position Specific Responsibilities

  • Identify organization need for new projects and applications.
  • Application support, maintenance, project based assigned tasks
  • Overseeing project deliverables for software applications with a data focus
  • Responsible for development, implementation, and support as well as for communicating to customers and project team members
  • Develop reports, dashboards, data visualizations.
  • Work with business customers on understanding and documenting requirements, creating specifications, and prioritizing work. 

Position Specific Requirements

  • Six (6) years of technical and professional experience in information technology in the assigned subject matter tasks that includes customer service and one (1) year of team leadership or supervision in the assigned subject matter tasks; or  an Associate’s degree in information technology, computer science, computer technology, or related field and four (4) years of experience as described above; or a Bachelor’s degree in information technology, computer science, computer technology, or related field and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience.
  • Must be able to travel to frequent meetings held in a variety of locations across the County.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Master’s degree and 6+ years of experience.
  • Experience with Accela
  • Knowledge of SSMS (T-SQL)

Knowledge, Skills, and Abilities

  • Software Development Languages (e.g., Python, Java, C#, SQL, JavaScript, .NET, etc.)
  • Data Security (CJIS, HIPAA, etc.)
  • Business Intelligence & Analytics Systems (Power BI, OBIEE, Tableau, SSAS, etc.)
  • ETL Tools (FME, Glue, SSIS etc.)
  • Knowledge in the use and application of reference materials to research and solve complex problems
  • Ability to mentor teammates and facilitate groups to achieve success.
  • Ability to prepare and deliver effective presentations at various levels.
  • Ability to use diplomacy in dealing with difficult customers and delivery of services.
  • Ability to communicate with tact, patience and courtesy at all levels of the organization.
  • Ability to self-develop relevant job-related skill(s) for current and future roles.
  • Ability to communicate effectively, both verbally and in writing, with peers and others.
  • Ability to identify, to take ownership of, and to troubleshoot and solve major problems.

Physical/Mental Demands

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
