Application Analyst 

Classification Title: Application Analyst, E22

Location: 12490 Ulmerton Rd., Largo, FL 33774

Performs professional technical work which requires advanced analytical and technical assignments in application design and development for Commercial Off the Shelf (COTS) software applications serving county affiliates, departments, and organizations.  The incumbent is required to identify and resolve major work problems of a nature that lower level employees are unable to solve or overcome.  Work requires creative and original thinking and is performed under the general direction of more senior professionals with significant latitude for individual and team initiative, judgment and discretion in working with customers to determine hardware, software, maintain functioning operations, as well as to achieve business objectives.

Essential Job Functions

  • Provide technical staff support associated with Zoll RescueNet and associated functions, website access, system upgrades, troubleshooting, presentations, meetings, and various items associated with the ABFS Ticketing system
  • Provide Staff education and training associated with login, security, use of applications and systems, websites, etc. as needed.
  • Management and oversight of the ABFS ticketing system, inclusive of assignment of tickets, monitoring for timely resolution, and addressing & resolving specific tickets
  • Develop and revise custom reports with report visualization software and tools (Crystal Reports, Power BI, SQL, etc.) to retrieve data analysis information, monitor work performed and communicate information to management when requested
  • Maintain and update payer information in RescueNet Billing System
  • Update and maintain the existing GAP report and assist in the integration of this tool into the Dashboard Project
  • Oversight and problem resolution of the various aspects of the electronic/paper claim submission process
  • Administer the collection submission process, inclusive of resolving complex Quality Assurance issues that subordinate staff cannot resolve
  • Develop, draft, and implementation of Program Services guidelines and procedures along with maintenance of existing guidelines and procedures.
  • Execute monthly Office of the Inspector General (OIG) List of Excluded Individuals/Entities report
  • Prepare and/or transmit documents associated with internal and external audits
  • Coordination of printer maintenance as needed and oversight of peripheral device management
  • Responsible for the identification, preparation, and file creation of documents/accounts/system data associated with various business functions or project needs

Position Specific Requirements

  • Six (6) years of technical and professional experience in information technology in the assigned subject matter tasks that includes customer service and one (1) year of team leadership or supervision in the assigned subject matter tasks; or
  • An Associate’s degree in information technology, computer science, computer technology, or related field and four (4) years of experience as described above; or
  • A Bachelor’s degree in information technology, computer science, computer technology, or related field and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience; or
  • An equivalent combination of education, training and/or experience.
  • Candidate to demonstrate competence and/or possess certifications in one or more specific IT functions. 
  • Acquire and maintain CJIS Certification
  • Other highly desirable knowledge, skills, abilities, and credentials relevant to a position.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desired

  • Experience with Zoll RescueNet
  • Experience with SQL, Crystal Reports, and/or PowerBI

Physical/Mental Demands

  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
